
Flexible Funding and New Grants for Local Authorities in Wales
In recent years, Welsh local authorities have highlighted constraints in grant funding structures, leading to a need for greater flexibility to enhance service delivery for vulnerable populations. The Welsh Government has responded by testing flexible funding approaches, resulting in the creation of two new grants - Housing Support Grant (HSG) and Children and Communities Grant (CCG) - to improve outcomes and service integration. This development follows an independent evaluation showing the potential benefits of flexible funding. From April 2019, these new grants will cover a range of programs across local authorities in Wales.

Two New Grants Dau grant newydd An independent interim evaluation of flexible funding, published in October 2018, demonstrated the potential for improved outcomes arising from better planning and delivery of more integrated services After careful consideration of the evaluation and listening to stakeholders, Ministers decided the 10 individual programmes being tested under flexible funding would form two new grants From April 2019, there will be two new grants covering the ten programmes: Housing Support Grant (HSG) and Children and Communities Grant (CCG) for all local authorities Gwnaeth gwerthusiad annibynnol interim o ariannu hyblyg, a gyhoeddwyd ym mis Hydref 2018, ddangos y posibilrwydd o ganlyniadau gwell pe bai gwasanaethau n fwy integredig ac yn cael eu cynllunio n well Ar l ystyried y gwerthusiad yn ofalus a gwrando ar randdeiliaid, penderfynodd y Gweinidogion y byddai r deg rhaglen unigol a oedd yn cael eu profi o dan ariannu hyblyg yn ffurfio dau grant newydd Ers mis Ebrill 2019 mae dau grant newydd ar gael i bob awdurdod lleol sy ncwmpasu r deg rhaglen: y Grant Cymorth Tai a r Grant Plant a Chymunedau.
Governance and Evaluation Llywodraethu a gwerthuso Mae r Gweinidogion wedi pennu disgwyliadau clir bod y Grant Cymorth Tai a r Grant Plant a Chymunedau n gweithio mewn ffordd ddi-dor, gan ddarparu gwasanaethau integredig lle bo n briodol. Ministers have set clear expectations that the CCG and the HSG should work in a seamless fashion, providing integrated services where appropriate. We set up the WG Funding Alignment Implementation Board to provide an oversight and advice around the implementation of both grants. Meets monthly and includes WG leads from each of the ten programmes We meet with pathfinder LAs every qtr. and have begun to connect with all LAs on a monthly basis using Webinar Wavehill (who are the independent evaluators of flexible funding) have been developing a draft joint outcomes framework for 2019-20 with input from WG and local authorities Sefydlwyd Bwrdd Cysoni Cyllid Llywodraeth Cymru i oruchwylio r broses o weithredu r grantiau a darparu cyngor.
