Introduction PIDA is a continent-wide infrastructure program that sets out a vision for building inclusive, economically viable and technically sustainable infrastructure economic development in Africa and its integration into the global economy. to promote socio- PIDA is a continental initiative, which is based on the REC Master Plans, with the participation of the AUC, AUDA- NEPAD, AfDB, UNECA The Heads of State and Government adopted the PIDA at the 18th ordinary session held in Addis Ababa, Ethiopia, on January 29 and 30, 2012. Introduction PIDA is structured around priorities in three phases: short term (2012-2020), medium (2021-2030) and long term (2031- 2040) PIDA concerns the development of priority projects in the transport, energy, cross-border water resources and ICT sectors. PIDA is broken down into Priority Action Plans (PAPs). PIDA- PAP 1, whose implementation was planned between 2012 and 2020, included 51 regional programs broken down into more than 400 individual projects in the energy, transport, ICT and Transboundary Water sectors. 22 February 2025 3

INSTRUMENTS NEPAD Infrastructure Project Preparation Facility Provides support for feasibility studies to take projects into bankability PIDA Service Delivery Mechanism (SDM) provides capacity for early stage project preparation Continental Business Network (CBN) 5% Agenda mobilizes private sector resources for African infrastructure development Regulatory and Policy Support (RPS) creates an enabling environment for project implementation PIDA M&E and Information Management tracks project progress and disseminates information to stakeholders Presidential Infrastructure Champion Initiative (PICI) accelerates infrastructure development through political championing PIDA Capacity Building Project Improve capacity of the AUC, AUDA/NEPAD, RECs, and Implementing Agencies Institutional Framework IAIDA Progress in IAIDA Operationalisation (e.g. PIDA Steering Committees twice per year; distribution of labour between AUC, NEPAD, RECs; etc.) 22 February 2025
STATUS OF IMPLEMENTATION 26 % from concept to pre-feasibility or feasibility phases 17 % are currently being structured for tendering 35 % (143 projects) are either under construction or are already operational In brief, PIDA has produced the following development impacts Road: 16,066 KM was built throughout the continent Railway: 4,077 KMs was built In the Energy sector, a total Transmission Line capacity of approximately 3,506 KM was added In the ICT sector, a total of 17 countries are connected with regional fibre optic cables Through constructed and operational PIDA projects, 112,900 jobs were directly and 49,400 indirectly created (Job toolkit) 22 February 2025

Lessons learnt from PIDA PAP 1 PIDA-PAP 1 was the subject of a mid-term review process (MTR) which covered different aspects (organizational, procedure, capacity, funding, implementation, etc.). This review served as a basis for drawing lessons and making recommendations for better planning and implementation of PIDA-PAP 2. The Key lessons learnt are : Need for a more rigorous selection process Need for a short list but with more operational projects Need to take on board dificulties for implementation Based on the lessons learned from PIDA-PAP 1 and in the light of the changes observed in the last ten years in the infrastructure sectors in Africa, a process specific to PIDA-PAP 2 has been developed. 22 February 2025 9
