Fort Williams Park Committee 2023 Goals & Objectives
Vision Statement Vision Statement The town's vision for Fort Williams Park is to provide a safe, high-quality space for Cape Elizabeth citizens and visitors to enjoy. We will protect and maintain access to the park's historic elements and natural beauty for this and all future generations and to optimize the town's stewardship by managing the park through financially and ecologically sustainable practices. Adopted by the Town Council March 12, 2018
FWP 2021 Master Plan Update FWP 2021 Master Plan Update The 2021 Master Plan Update is a long-term planning document created by the Fort Williams Park Committee to guide future preservation, maintenance and enhancements to Fort Williams Park. The Fort Williams Park Committee s Annual Goals & Objectives are drawn directly from the Master Plan and its Updates. The 2021 Master Plan Update was guided by these three goals: Community: Prioritize and Enhance Fort Williams Park for the year-round enjoyment of all local residents. Access: Advance safe access, circulation and easy wayfinding for Fort Williams Park guests Resources: Preserve, protect, promote and enhance Fort Williams Park s natural, scenic and historical resources.
FWPC Strategic Map FWPC Strategic Map Safety and Circulation Natural, Scenic & Historic Resources Infrastructure Healthy & Diverse Community Fiscal Responsibility 1. Enhance safety throughout the park with special emphasis on Powers Rd, Central Parking and Captain Strout Circle 1. Repair & Enhance the Pond including walls, drains, pumps, filters, and potential shelter 1. Enhanced focus on Cape residents and local utilization of FWP 1. Update all FWP Fees schedules including Parking, Commercial Vehicles, and Site Fees (including B2B & NAGM) 1. Preserve and Protect Natural Resources 2. Reengineer Powers Rd for safety and utilities including power, water and sewer 2. Increase access to drinking water 2. Protect and Enhance Scenic Resources 2. Relocate playground from dirt parking lot to Children s Garden 3. Promote clean energy and reduce omissions 2. Consider extended P&D season and limiting use of Cape Campus Parking 3. Prioritize and Preserve Historic Military Installations and the Goddard Mansion 3. Maintain and enhance all existing FWP facilities, courts and lawns 4. Maintain free access and affordable Season Pass structure 3. Enhance and align signage (and QR tours) for better info & wayfinding 3. Evaluate and update Vendor Bid process 4. Begin setting aside Officers Row area for future Cape Community Campus 4. Create and enhance pedestrian walkways, stairs and railings. 4. Evaluate Donation Station concept at P&D Kiosks and explore QR Code Donations Stations 5. Enforce existing dog, trash, parking and speed policies

Only introduce native plants 3. Protect bird and wildlife habitat 4. Examine Dedicated Open Space concept 2. Scenic Resources 1. Enhance & Distribute access to scenic vistas 2. Protect & Re-establish viewing areas 1. Evaluate Ship Cove beach, parking and pavilion 2. Enhance Pond pedestrian access, viewing and activities 3. Historic Resources 1. Prioritize historic military preservation sites 1. Batteries, Bunkers, Stonewalls, Housing, etc. 2. Goddard Mansion 1. Obtain Engineering Review to assess salvage costs 2. Preserve through stabilization as affordable 3. Enhance Surrounding Landscaping 1. Roadways 1. 2. Enhance Powers Road safety Re-engineer entrance to Central Parking 2. Playground 1. 2. 3. Drain & Dredge to promote healthy water Repair the existing surrounding stone walls Inspect and repair the storm drainage gate Repair the pump and filter system Consider improved access, new landscaping, seating, and a multi-purpose open air shelter, etc. 2. Increase Access to Drinking Water 1. Maintain existing water fountains 2. Pilot new water bottle refilling stations as available 2. Powers Road 1. Enhance vehicle and pedestrian safety 1. Traffic lines, sidewalk separation, speed calming, etc. 3. Promote Clean Energy & Reduce Omissions 1. Enforce no-idle policy for diesel coaches, etc. 2. Encourage car-pooling for events 3. Consider EV for FWP staff vehicles 3. Facilities 1. 2. Repair and Enhance Tennis and Pickleball Courts Buildings: Maintain (or remove) existing facilities Lawns: Remove old concrete, fill holes, level, seed 4. Encourage access for all at FWP 1. Maintain free and premium parking access 2. Encourage pedestrian and bicycle guests 3. 4. Cape Community Campus 1. Continue setting aside Officers Row facilities for future campus 1.
