MGA Surplus Funding Guidelines Regions & MGA Committees to submit proposals for possible activities or projects that may be funded under the 50% spending rule in 2025, as specified in IEEE FOM Section 2.B.6.e: "Provided the IEEE Reserves, as of 31 December of the preceding year, exceed the Lower Reserves Target (per FOM 4.C), each major organizational unit whose reserve to expense ratio for such year exceeds 50% shall be allowed to use up to 50% of its preceding year s operational surplus (excluding investment returns) as part of the forecasting process. This funding would be intended for new initiative activities (activities with a limited expected life of one to three years). Items normally carried within the budget (including items that have been considered operational, such as, staffing, existing publications, member services, governance activities, awards, etc.) shall not be funded under this rule. MGA Surplus Funding Guidelines Guidelines on Requesting MGA Surplus Funding Projects must be completed in the current year Submissions must be received no later than February 19, 2025 Multi-region projects are encouraged MGA FinCom will recommend a maximum amount of funding for all projects to the MGAB Compliance with the FOM rules will be reviewed by MGA FinCom If compliant, projects will be reviewed and ranked by MGA OpCom and recommended to the MGA Board for approval in June Submitting a request does not preclude the use of Region funds for projects that are outside of these guidelines It is encouraged that Region funds also be used to co-fund the proposed projects IEEE SoutheastCon 2025 Charlotte, NC

EPICS Funding Opportunities Note EPICS in IEEE do not typically fund research proposals that are focused on problem-identification or data collection, rather than solution development. EPICS in IEEE typically only funds requests for materials and it does not typically approve requests for stipends, honorariums, maintenance, personal computers, significant capital equipment or machinery, etc. Reporting requirements The project leader must submit quarterly reports for the entire duration of the project after initial funding is approved. NIC Funding Opportunities Purpose The new initiative program is designed to support potential new programs, products, or services that will provide significant benefit to IEEE members, the public, the technical community, and customers, or which could have lasting impact on IEEE or its business processes. Initiatives must be of strategic importance to IEEE. Types of funding The New Initiatives program offers two types of funding: Seed Grants for shorter, less-expensive projects and New Initiatives for larger projects that are likely to last up to three years. Submission deadline There are no submission deadlines for proposals. Proposals may be submitted any time in the year for review by the New Initiatives Committee (NIC). NIC Funding Opportunities - Criteria Here are criteria that NIC uses to evaluate proposals. Completion of the project will further the strategic goals of IEEE A well-defined purpose or need statement for the program, product, or service The quality, innovation, and creativity of the project balanced by its likelihood of success A clear and realistic plan for successful completion of the project, including key milestones and objectives The project is scalable and broad enough to make an impact on the larger IEEE organization The proposal includes measurable outcomes and has an effective method to measure the success of the project The proposal includes a viable plan for the financial sustainability of the project after the NIC funding ends An initiative leader has been named and a capable team of volunteers has been identified The project leader has expertise to conduct the project IEEE SoutheastCon 2025 Charlotte, NC
NIC Funding Opportunities - Criteria NIC receives a wide range of funding requests but will not fund the following types of proposals: University, private company, and individual research and development projects, including prototypes and testing products Venture capital for patent-able inventions Humanitarian activities typically funded through other IEEE mechanisms Overhead (general and administrative or indirect costs) Ongoing activities or operational costs of the applicant Construction or building renovations (unless it is an extraordinary strategic initiative) Lobbying or electioneering Commercial promotion activities Personal or commercial loans Grants with an individual as the sole beneficiary Scholarships to individuals or institutes Endowments Participation of specific/individual teams at competitions or conferences Extensive travel and meeting expenses IEEE SoutheastCon 2025 Charlotte, NC
NIC Funding Opportunities - Criteria Volunteer Champion A volunteer champion is required for New Initiatives proposals. The new initiative projects are larger scale, typically multi-year projects and therefore require a champion write a short endorsement for the project. Project Manager Staff project managers will support the initiative leader and volunteer team. They will engage appropriate IEEE stakeholders in the project and coordinate resources, monitor schedules and budgets, provide an ongoing picture of progress, status, and issues, and interact and communicate with the project team. NIC Funding Opportunities Seed Grant The Seed Grant proposal is designed for potentially small scale and/or high-risk proposals where relatively small ($40,000 or less) amounts of funding are required to get started. A Seed Grant may be used as precursor demonstration for a larger New Initiative submission. The Seed Grant proposal should be used for smaller-scale or high-risk proposals when funding of $40,000 or less is required and the project will be completed in a 12-month period. NIC reviews Seed Grant Proposals approximately 45 days after submission and provides recommendations on next steps to the applicant and project team. To begin the Seed Grant application process please complete the online seed grant description form, which is the first step of the two-step process. Once an application process is initiated, the person who submitted the application will be notified via email regarding further information and next steps. Submitting a proposal for a Seed Grant requires details on what is innovative or new about the initiative, how this project contributes to IEEE s strategic direction, a description of the project, anticipated outcomes and measures of success, deliverables, and the amount of funding requested. NIC Funding Opportunities Innovation Seed Grant An Innovation Seed Grant is for projects that require higher levels of funding than the $40,000 typically associated with Seed Grants. Projects that have a high potential to have a positive impact across the entire IEEE are welcome to submit an application for Innovative Seed Grant funding for experimental, pilot projects and initiatives of up to $100,000. These projects typically take 12 months or less to complete. Innovation Seed Grants are those that cut across the organization and involve multiple IEEE Operating Units and are likely to make a significant difference on the future of the organization at an enterprise level. Innovation Seed Grants follow the same two-step process as other Seed Grants. 1. Phase One: A brief description of the proposal idea for the Innovation Seed Grant is submitted. Please provide a description of the funding request and why this initiative should be considered for Innovation Seed Grant funding. Innovation Seed Grants will go through a highly selective process to identify the most impactful proposals and just a limited number will be approved annually. The New Initiatives Committee provides feedback on that idea directly to the potential applicant within 7-10 business days. 2. Phase Two: Upon receiving feedback from NIC on the proposal idea, the applicant or project team can decide whether or not they want to move forward with submitting an Innovative Seed Grant Proposal. NIC reviews Innovative Seed Grant Proposals within approximately 45 days after submission and provides recommendations on next steps to the applicant and project team. These proposals typically require funding of $100,000 or more for up to three 12-month periods. The New Initiatives program is a three-step process. All steps are required. 1. Phase One: A brief description of the proposal idea is submitted. The New Initiatives Committee provides feedback on that idea directly to the potential applicant within 7-10 business days. 2. Phase Two: Upon receiving feedback from NIC on the proposal idea, the applicant or project team can decide whether or not they want to move forward with submitting a New Initiatives Preliminary Proposal. NIC reviews New Initiatives Preliminary Proposals within approximately 45 days after submission and provides recommendations on next steps to the applicant and project team. 3. Phase Three: If NIC approves the New Initiatives Preliminary Proposal, they will request that a New Initiatives Full Proposal and Business Plan be submitted. All New Initiatives Full Proposals and business plans approved by NIC will go before the IEEE Board of Directors for final approval. It offered a variety of resources to engage and excite students, as well as advance the skill and knowledge of educators Technical English Program Address a widely recognized need for technology and computing professionals experiencing difficulties in understanding and speaking English, reading technical articles in English, and composing technical articles in English. These projects range from short-term activities to reach a specific goal to Future Directions Initiatives seeking longer-term cross-collaborative engagement among industry, academia, and government striving to develop and deploy various future technologies. Future Directions Initiative Funding Opportunities - Guidelines 12 page Word document and Google form For each section on the proposal form, please provide as much detail as possible. Each section should be self-explanatory. The full allocated amount will be held by Future Directions, e.g., no journal transfers of money will be made. It is anticipated that all expenses will be paid as they are incurred. FDC is particularly interested in the plan for continuation of the initiative after the FDC funding is completed. Your request will be assessed by the committee via a scorecard. Considerations include, but are not limited to: Proposal is seen as innovative and of strategic importance to IEEE; Proposal is well thought out and the objectives are well defined and achievable; Initiative has potential to generate revenue; Outcomes, impacts, and metrics are clear and measurable; Deliverables are described in a way that concludes in one year or outlines a strong path towards success. If approved, a member of FDC pending availability will be assigned as an advisor. Written status reports are required to be submitted three times a year during the IEEE Meeting Series to FDC or more frequently upon request.
