  1. The NUCLEUS / NSS-OUI IT Platform Development of an IT platform for the future review, revision and publication of the safety standards and nuclear security series publications Dominique Delattre Section Head, Safety Standards and Security Guidance Development NS-NSOC

  2. OBJECTIVES The objectives of the system are: To ensure that the review and revision of publications in the IAEA Safety Standards Series and in the Nuclear Security Series are informed by a systematic process of collection and analysis of feedback. To ensure that any revision of publications or parts of publications is justified by the above mentioned feedback process, therefore also ensuring stability of the parts of the standards and guidelines that remain valid. To maintain technical consistency between publications by managing them as a series. June 2016 2

  3. OBJECTIVES (Contd) The objectives of the system are: To enhance consistency through the systematic use of harmonized terminology To ensure comprehensive coverage by means of a systematic top-down approach to review and revision complemented by topical gap analyses. To support the harmonized use and application of the IAEA safety standards and Nuclear Security Series publications by enhancing their user-friendliness and by providing tools for users to easily navigate within the series.. June 2016 3

  4. Components A component content management system for managing the series, the content of the publications and their relationships. A knowledge management system to manage the feedback on existing publications and to support its analyses An On-line User Interface (NSS-OUI) that facilitates access to the content of the publications, enables online navigation through the Series and offers an advanced topical and contextual search capability June 2016 4

  5. Components Contd An electronically supported review, revision and approval process management system Multi-format output possibilities (html, pdf and then Word, epub) Multi device access: Desktop, Tablets, Smartphone with responsive design Multi browser compatible: most popular browser are supported by the system June 2016 5

  6. FONTO XML Editor DITA Open Toolkit 1 READY to start testing and 3 Producing web e-versions and pdf versions Introducing the current set of publications operation Ontology Establishing their topical and Hierarchical relationships Ontology Having advanced search and navigation capabilities Share Point 2013 2a User interface for collecting and extracting feedback on the current set of publications 2b Preparing DPPs and drafts Ontology Projects 2016 Supporting the review and approval process (user interface) Links to the glossary June 2016 6

  7. Content and relationship management through metadata and through explicit relationship information Note: Top Down development results in Bottom-up references whereby the guides refer to requirements or recommendations but not the reverse Need to re-establish top-down reading interface Also in horizontal relationship, a req or rec can only refer to existing other req or rec. Need to update cross-references Topical relationship Hierarchical Relationship Semantic Relationship June 2016 7

  8. DEMO https://nucleus-apps.iaea.org/nss-oui June 2016 8

  9. The Central Role of METADATA Feedback Facilitate SEARCH and feedback collection Need to allocate to topical areas METADATA Identify to what the feedback applies Ability to identify in the standards what relates to a specific topical area and what feedback Availability of electronic versions Consistent revision Revision process Consistent updates Publication process Feedback process June 2016 9

  10. NEXT STEPS Importing the full text of all GSGs and SSGs and transferring the relationships notes and the tagging from the document level to the content level. Possibility for hyperlinks to be investigating for relationship notes. Importing the complete 2016 Glossary and integration with PoolParty for semi- automatic tagging and establishing hyperlinks from the text to the relevant definitions Advanced relationship search (which other publications have at least one common topical area and possibility to select among these common topical areas) Importing the complete set of Nuclear Security Series publications Need for overall recommendations for SSR-6 and for the NSS Recommendations for user friendliness (use of the Browse by OR function) June 2016 10

  11. Pilot exercises Capacity to import all types of publications tested already, with the import of GSR part 3 and GSR part 7 Use of the system for preparing the revision of a set of safety guides. Pilot test in March 2016 on the guides supporting SSR-2/2 (Rev 1) Feedback mechanism: Pilot test initiated in March 2016 for the guides supporting SSR-2/2 (Rev. 1) Further pilot testing will be initiated for the revision of existing SSGs or GSGs (step to be determined) Further pilot testing to use the Editor capabilities for Technical Editorial Comments and for Publishing June 2016 11
