FY2016 Quad Chart Reviews Day -1: SDS, FCS, AM, AI, PS, GAF, RS, ES, FCMS, Wx & SSM Presented to: REDAC Subcommittee on Aircraft Safety (SAS) Date: September 14, 2016
FY2016 Quad Charts Accomplishments 11 Programs with 35 Quad Charts 1. SDS Software and Digital System Safety including aircraft cybersecurity (ASISP) 2. FCS Fire and Cabin Safety (Fire Safety and Crashworthiness) 3. AM Aviation Medicine 4. AI Aircraft Icing 5. PS Propulsion Systems 6. GAF Unleaded Alternative Fuels for General Aviation 7. RS Rotorcraft Systems 8. ES Electric Systems 9. FCMS Flight Controls and Mechanical Systems 10. Wx Weather Research 11. SSM System Safety Management (ASIAS, etc.) 2
SAS Questions General Each quad should include: Sponsor, Performer (internal FAA), Performer (external FAA), and budget starting with current FY and looking out 4 additional years. Quad chart alone does not tell a complete story. Helpful to understand the resources associated with each budget line item for FY16 and beyond. Difficulty seeing the connectivity of these individual quad charts with research priorities that we had seen previously and more importantly what the funding profile looks like for the research. At the highest level, looking to follow the thread from strategic objective through sponsor desired outcome to research objectives and milestones. Funding should be aligned with desires objectives and gaps clearly identified. The idea is to see that the research is still relevant and that the current and future funding supports the objectives. Otherwise work should stop and the funding should be reallocated to areas more important to aircraft safety 3
SAS Questions Quad Charts Specifics SDS Entire area is critically important and aligned with one of REDAC emerging issues. A11D.SDS.1: it would be nice if Phases 1a, 1b and 2 were associated with critical milestones. Two of the BLIs end in FY16 (A11D.SDS.3, and A11D.SDS.2) but the accomplishments don t appear to indicate that the effort is finished. In consistent funding can be problematic to assembling a good team of performers especially if external. FCS Fire and Cabin Safety (no comments received) AM AM-01-A11J: Any progress on insulin research that might be used to allow Class 1 medical approval while using insulin? AI AI-02-A11D: Any findings that will significantly change current guidance? Need dates / timeframe for milestones. PS PS-03-A11B: Is the research funded for FY 18 and beyond? SAS Questions Quad Charts Specifics RS A11E.RS.2 sounds to me like NASA Ames is the performer. Can t find in the budget document. Is this carry-over from FY15? ES Would like to see additional detail in terms of the milestones. Acceleration of fuel cell and lithium battery application and rash of recent events would suggest a great sense of urgency is needed here. FCMS Stated outcome is low aped awareness but don t see any specific research in it. Would like to see linkage to the NTSB recommendations on tire safety. Need more specific milestones on stall departure identification, recognition and recovery. 10. Wx Weather Research (no comments received) 11. SSM SSM-03-A11H: Is the answer to the question Is the research complete? still Yes ? What is the overall FAA digital strategy? Do the research programs support the overall strategy? 7. 8. 9. 5
