  2. Mission -The Mission of the Gasconade Co. R-I School District is to enable our students to reach their full academic potential and to become responsible citizens. Vision - We envision all Gasconade Co. R-I School District students prepared for success as lifelong learners and responsible citizens. We envision Gasconade Co. R-I School District as a safe and caring community that supports and enhances learning and teaching.

  3. Gasconade County R-I School District Continuous School Improvement Plan The Gasconade County R-I school board and superintendent directed a process that involved extensive stakeholder input. The school board engaged the Education Governance and Leadership Association to conduct the stakeholder input. All employees of the district were granted an opportunity to be interviewed. The results were synthesized by members of the E.G.L. team. Questions were asked of employees regarding the direction of the district and items employees wanted to see addressed in the future of the district. In addition, approximately 50 community members responded to in-person interviews with members of the E.G.L. team. An electronic survey was sent to all secondary students in the school district. The students were asked questions regarding how the district could better serve the students that follow them.

Gasconade County R-I School District Continuous School Improvement Plan Members of the E.G.L. team took the results of the interviews and surveys and synthesized this information into priorities that were coupled with the information gathered from the Data Dive. The Data Dive was conducted by members of the E.G.L. team and consisted of all documents, plans and resources that are considered required and/or Best Practice. The Priorities were shared with the leadership team of the district. Subsequently, members of the E.G.L. team developed objectives and S.M.A.R.T. goals. The priorities, objectives and S.M.A.R.T. goals were shared with the leadership team of he district and subsequently with the school board. The financial impact of the Continuous School Improvement Plan adopted by the school board will only occur as plans that are created are implemented. The CSIP guides the district budget and is referenced in the budget message approved by the Board of Education. In other words, other than current expenditures of the district, this is not an immediate financial impact on the district. The S.M.A.R.T. Goals contained in this document consist of the Continuous School Improvement Plan adopted by the school board on May 11, 2023.

  7. MSIP Standard: Leadership - Safety and Security CSIP Goal 1: Enhance and improve the district safety and security plan SMART Goal Specific Measurable Attainable Relevant Time-Bound The Superintendent or designee, will continue the process of enhancing the safety and security systems of the district. The Superintendent, or designee, with the assistance of outside consultants, will continue to enhance the safety and security plan, crisis plan, and the technology security plan. An updated written Crisis Plan will be prepared for the school board. Current personnel, with outside consultants, can conduct the analysis and make the recommendations in a written format. The plan that is produced is vital in helping protect the safety and security of all individuals on the campuses of the school district and aligns with Best Practice and M.S.I.P.6. L10, A and B. Yearly training of new staff to the district regarding procedures, lock downs and active shooter. Active Shooter and Reunification Plan training are on every year. Yearly safety report to the board of education in February. Buildings will form safety committees to discuss and evaluate safety yearly

  8. CSIP Goal 1 Funding Sources: Embedded in district budget message, no special budget planning expected. Success Indicators: Initial plan is presented in December 2023. Review of the plans with local law enforcement agencies. Continue work with Crisis Plan team. Other Action Steps: Using M.U.S.I.C the district will conduct a safety analysis of processes, facilities and procedures including technology / data security. Work with our Crisis Team to update the Crisis Plan in partnership with local law enforcement.

MSIP Standard: Leadership - Professional Learning CSIP Goal 2: Develop a Professional Development Plan for the Leadership Team SMART Goal Specific Measurable Attainable Relevant Time-Bound The Superintendent or designee will design a process to create a Professional Development Plan for the Leadership Team of the district. The Superintendent or designee, will work with the administrators of the district to develop a Professional Development Plan for the leadership team that is aligned to the CSIP. The Superintendent will develop a plan that will be presented for approval by the school board. The Superintendent with the assistance of the administrators of the district, and potentially outside consultants can develop this plan for Professional Development. The Leadership Team of a district is crucial in the success of the district. A Leadership Team should possess extensive experience and a honed skill set. This goal aligns with MSIP 6 L9 and TL8. May-June 2024 The Superintendent will share this plan with the school board. July 2024 The plan will be fully implemented. The Leadership Team will determine P.D. they desire to provided to the entire team. The Leadership Team will determine P.D. they need to address the goals in the C.S.I.P.

  10. CSIP Goal 2 Funding Sources: Regular PD Budget Success Indicators: After initial plan is presented in May-June of 2024. Updates will be shared from leadership team per the PD and CSIP process. Other Action Steps: Communication from principals with faculty/staff. Communication from Superintendent with leadership team school board and faculty/staff. Continue to create and monitor administration professional development plan. Align Superintendent and Administration Professional Development Plans to the new CSIP.

  11. MSIP Standard: Leadership - Personnel CSIP Goal 3: Recruit, retain and reward highly qualified personnel. SMART Goal Specific Measurable Attainable Relevant Time-Bound The Superintendent or designee will gather exit data for all departing employees in order to identify and mitigate factors that may improve employee recruitment and retention. The Superintendent or designee and members of the leadership team, will research and design an exit process to systematically capture pertinent data in order to improve employee retention. District personnel and team members can research exiting processes, which can be used to design a system for the school district.. Unless a tool is purchased/created to gather this information, there will not be a budgetary impact. A concern related to employee turn-over was reported among stakeholders. Understanding the variables that contribute to employee departures will allow the District to address controllable factors to improve employee recruitment and retention. This goals addresses M.S.I.P.6 L9. December 2023 The research and the creation of an exit process will be created and presented to the Superintendent. Continue to evaluate and improve salary schedules when able. 100% Board paid Health and Life Insurance for all employees Staff Satisfaction Surveys will be sent out yearly to staff. The Superintendent will subsequently share this information with the school board. March 2024 The Superintendent will present the information to the school board. 2024-2027 School Year Implement the process, present the data analysis and findings on a regular basis.

  12. CSIP Goal 3 Funding Sources: Regular Success Indicators: Exit data and staff turnover data shared with the school board. Forecast retirement impact for projected staffing needs. Other Action Steps: Continue to establish yearly staff compensation ranking group and goal within the ranking. Determine budget needed to support goal. Work with the Board of Education to establish a compensation goal for the next 5 years.

  13. MSIP Standard: Effective Teaching and Learning - High Quality Career Education CSIP Goal 4: Expand opportunities in career exploration for students at all grade levels. SMART Goal Specific Measurable Attainable Relevant Time-Bound The Superintendent or designee, will lead the implementation of curriculum offerings and experiences that align with High Quality Career Education Standards. The Superintendent or designee, will lead the implementation of providing access to career centered experiences. The district will implement broad based elementary and middle level career awareness and exploration programs. A written plan will be developed, communicated, and implemented district- wide. The Superintendent or designee has knowledge and access to a range of resources to study and implement framework. Consultants may be needed for training or technical assistance. This was an area of focus in Stakeholder Input and addresses M.S.I.P. 6, TL3 B and C. Fall 2023 If a designee is utilized, the Superintendent will be updated regarding this work. Spring 2023 The Superintendent will update the school board. 2024-2027 The implementation and evaluation of the results will continue.

Continue to provide access to the Four Rivers Career Center Work with the Viticulture, Tourism, and Hospitality Committee to further our goal of an MU Extension Center in Hermann.

  15. MSIP Standard: Effective Teaching and Learning CSIP Goal 5: Student academic achievement in literacy will improve. SMART Goal Specific Measurable Attainable Relevant Time-Bound The district will continue to develop the district literacy plan to provide evidenced- based literacy instruction for students and training for all teachers. The goal is for 100% of students reading at or above grade level. Using multiple measures of academic success including MAP, EOC and DESE approved literacy assessments, the percentage of students scoring proficient in ELA will meet or exceed state requirements for adequate yearly progress. Using DESE guidance, the district will continue to develop a Literacy Plan to provide training in Science of Reading or approved evidence- based methods for teachers throughout all grades. Student achievement remains an area of focus for the school district. This is a goal of the district and is contained within M.S.I.P. 6, Standard TL6.A.. Fall 2023 APR School Board report Student academic achievement in literacy as measured on state, local & national assessments will continue to improve. Fall 2024 APR with Continuous Growth Literacy Planning is a DESE initiative and central to increasing student achievement in all grades and content areas.

  16. CSIP Goal 5 Funding Sources: Regular Budget DESE provided resources (grants) Success Indicators: Development and regular review of a district literacy plan. Identification a RSP for students displaying dyslexia and system for progress monitoring. Community awareness of the plan. Teacher training completion. Local, State and National Assessments Other Action Steps: Continue to provide literacy training to staff as prescribed by legislation. Provide intervention service Celebrate student successes Site-based reading events Community organizations support

  17. MSIP Standard: Effective Teaching and Learning CSIP Goal 6: Student performance on state, local & national assessments will continue to improve. SMART Goal Specific Measurable Attainable Relevant Time-Bound Student Performance on State, Local & National assessments will continue to improve on multiple measures of academic success including MAP, EOC and Literacy. The MAP performance index will meet the performance guidelines as established by the board approved assessment plan. The percentage of graduates scoring proficient in ELA and Math will meet or exceed State requirements for adequate yearly progress. Under the direction of the Superintendent the creation of this plan is attainable. Student achievement remains an area of focus for the school district. This is a goal of the district and is contained in M.S.I.P. 6 TL 1. Fall 2023 APR School Board report Ongoing APR with Continuous Growth ACT scores will continue to improve by meeting or exceeding the national average. The district will decrease the number of students performing below basic by 2% annual relative to the state average.

  18. CSIP Goal 6 Funding Sources: Regular Budget Success Indicators: Local, State and National Assessments Program Objectives: The MAP Performance Index will meet the state average. The percent of the district s and building students scoring proficient in Communication Arts and in Mathematics will meet or exceed the performance requirements for adequate yearly progress. All required subgroups will meet this performance expectation as well. The district will decrease the number of students performing below basic by 2% annual relative to the state average. Other Action Steps: Annual review and update the assessment plan as provided by the district CSIP. Continue to engage in a comprehensive and ongoing curriculum and resource review cycle.   19. MSIP Standard: Collaborative Climate and Culture CSIP Goal #7: Establish a plan to address student behavior. SMART Goal Specific Measurable Attainable Relevant Time-Bound A consistent framework to proactively teach and responsively manage behavior will be identified and supported with training for sustained, District-wide implementation. The Superintendent and/or designee(s) will establish a process that reviews the behavior systems that have been implemented and research various systems in order to determine a methodical, evidenced-based approach to supporting the behavior of students. A committee will be convened to review research and processes in order to make a recommendation to the Superintendent to adopt a proactive, comprehensive behavior management framework for district-wide implementation and monitoring. The Superintendent will share this information with the school board. School administrators and teachers are skilled to examine referral and discipline data, consider historic practices, and review current research to make informed recommendations regarding the needs of students and training for faculty and staff in order to implement an evidenced-based, comprehensive approach to support behavior. Consistent implementation of a schoolwide system reduces suspensions and overall behavior problems. An evidenced based system implemented with fidelity improves the academic performance, attendance, and ability of students to regulate their emotions and behave in socially appropriate ways. It also enhances students perception of safety and reduces teacher burnout. M.S.I.P 6 CC2 addresses this goal. 2022-23 SY The study and selection of a District-wide framework/system for teaching and managing behavior will be accomplished and communicated. Training and implementation plans will be determined. 2023-2027 SYs Initial training, implementation and resources will be deployed with plans made for retraining to ensure sustained implementation with fidelity.

  20. CSIP Goal 7 Funding Sources: There is not an immediate fiscal cost to the school district. Success Indicators: Committee will implement Classroom 180 P.D. for all employees Committee will evaluate survey results and district data each semester Review Data for referrals at HES, HMS, and HHS. Monitor effectiveness of Classroom 180 by using date from each building and staff feedback yearly. Other Action Steps: Building Principals will include student discipline date to the school board quarterly.

  21. MSIP Standard: Alignment of Standards, Curriculum and Assessment CSIP Goal #8: The school district will evaluate the integration of technology into the classroom. SMART Goal Specific Measurable Attainable Relevant Time-Bound The Superintendent, or designee, will create a process to evaluate the integration of technology into the curriculum and instruction practices utilized by educators. The Superintendent, or designee, will work with existing personnel to evaluate the effective and consistent integration of technology to enhance student learning and staff productivity. In addition, a review of technology support provided to teachers will be examined, including the timeliness of responses to request for assistance. This review the evaluation of the duties of the technology director. A report will be created that provides documentation of the findings of the goal and specific recommendations, as necessary. Under the direction of the Superintendent, or designee, the creation of this plan is attainable. Student achievement and the utilization of technology and technology support remain as areas of focus for the school district. This goal in addressed in M.S.I.P. 6 AS 1 and 2. July 2023 The Superintendent, or designee, will start the process of evaluating this goal. May 2023 The Superintendent,, or designee, will create a written report and share it with the school board.

  22. CSIP Goal 8 Funding Sources: Continue to fund the buildings level technology needs. (Chromebooks etc ) Maintain current level of staffing in technology to meet the needs of our students and staff. Success Indicators: Students will have demonstrated the ability to use the available technology to meet academic needs and goals. Monitor the impact and usefulness of technology programs and apps on a yearly basis. Staff will experience technology department response to issues with in 2 hours of first contact Other Action Steps: Meet with technology Director twice a year to plan and determine needs for the district. Include the Technology Director in monthly administration meetings. Include technology needs question in annual staff satisfaction survey.

  23. Next Steps - Pre-planning Guide - Response to Standards - Understanding the Scoring Guide Questions / Comments The District is encouraged to continually update this plan. No additional review or scoring will be conducted after the submittal.
