  1. ZIMBABWE GENDER COMMISSION MONITORING AND EVALUATION FRAMEWORK Capacity Development and Technical Workshop on Gender Statistics & Gender Monitoring and Reporting Systems Rainbow Towers, Harare, Zimbabwe 28 to 30 January 2025

  2. Introduction The Zimbabwe Gender Commission is one of the five independent Commissions established in terms of Section 232 and 245 of the Constitution of Zimbabwe and operationalised through the Gender Commission Act (Chapter 10:31) The overall mandate of the Commission is to monitor gender equality issues in line with the national Constitution and regional and international normative frameworks on gender that Zimbabwe is Party to. In line with its monitoring and oversight function, the Commission developed a Monitoring and Evaluation Framework.

  3. Introduction The framework was developed through extensive consultations with key stakeholders. The primary purpose of the M&E Framework is to enable the Commission to effectively monitor and evaluate its initiatives aimed at promoting gender equality. It establishes clear procedures, roles, and responsibilities for the ZGC and its stakeholders. The framework aims to ensure that data collection, reporting, and utilization are systematic and effective.

  4. Key components of the framework The framework is divided into two main performance categories Performance criteria for the ZGC's internal operations (ZGC internal results matrix, costed monitoring and evaluation plan, activity tracking plan) - Performance indicators for external stakeholders (sectoral indicators). -

Identified sectors The following broad sectors were identified for monitoring Constitutional and Legal Rights GBV and Personal Security Politics and Governance Education and Training Economic Empowerment Health and Related Services Media, Information and Communication Technology Women and the Environment The framework also outlines conventions and protocols (SADC Protocol, SDG s, AU Gender Protocol, Beijing Platform for Action) and their articles that make reference to each sector. 1. 2. 3. 4. 5. 6. 7. 8.

  6. Sectoral indicators The Framework contains a robust set of sectoral indicators to measure progress towards gender equality. The framework identified 271 sectorial indicators. They provide a basis for evaluating the Commission s impact over time.

  7. Other issues in the framework The framework emphasizes the importance of engaging diverse stakeholders in the M&E process. It also includes strategies for capacity development to enhance the stakeholders ability to contribute to monitoring and evaluation efforts. The framework proposes the designing of a Gender Information Management System (GIMS) to centralise the collection and analysis of gender data. Regular reporting mechanisms are outlined to ensure transparency and accountability.   8. Conclusion The monitoring and evaluation framework of the Zimbabwe Gender Commission is a vital tool for fostering accountability in efforts towards gender equality. It provides a structured approach to monitoring and evaluating the impact of gender initiatives.
