Has the council conducted a gender analysis of its Revenue ? To some extent though without bias towards gender analysis of revenue. Manual operations making it harder to track and disaggregate on the basis of sex the sources of revenue. A Business Intelligence module lacking on existing ERP to disaggregate and determine revenue source (male/females). With a functional ERP the BIM can be able to draw down that kind of data as opposed to manual processing hence its lacking.
How has council done this analysis? 1.Observations. 2. Use of sex disaggregated registers to determine source of revenue. 3. Gender audit of council rented accommodation and institutional accommodation.

Source of Revenue-Internal Gender Implications Property tax Most properties are owned by men as compared to women therefore most revenue in terms of property tax comes from men due to the laws of land ownership that inhibited women s access to land and rights. The fact that most households are owned by men, men are highest contributors to the same. More men are business owners though many women are into entrepreneurship so they pay directly to property owners who in turn pay go the local authorities The majority of stands (residential/ commercial) are owned by men since most women cannot afford to pay the land intrinsic value/ leases due (access/control) Most rentals are paid by men as most women do not own their own properties. Source of Revenue-Internal Gender Implications Rates Most properties are owned by men as compared to women therefore most revenue in terms of rates comes from men due to the laws of land ownership that inhibited women s access to land and rights. This more of a balanced area where the number of women going on the housing waiting list is almost the same to that of men. Most property owers who are the men contribute more in terms of revenue on refuse collection as this is mostly linked to payment of rates and property tax. Stand application fees Refuse collection

Loans Mostly loans are funded by banks and a source of revenue the implications again can be analysed in terms of allocation efficiency. Public private partnership This is mostly a male dominated area where the majority of partnerships are with men. Because most women lack access and control to the means of production, more revenue contribution is from men.

Policies on land ownership promoting ownership by women 2. (e.g Housing Policy) 3. Affirmative action in awarding of tenders and commercial stands. 4. More safe trading space for women (safe markets)
