I. GENDER POLICY, ACTION PLAN, HUB AND SPOKE Is there a gender policy and action plan that incorporates the Post 2015 SADC Gender Protocol, SDGs and other relevant targets? It is well known and has a high profile champion within the council.? STC has got a gender policy and an action plan The gender policy has a high profile and known by all council employees
I. GENDER POLICY, ACTION PLAN, HUB AND SPOKE How has the council coordinated and contributed to the hub and spoke activities e.g. provincial strategy meetings? How often are hub and spoke activities conducted by the council? We held a provincial strategy meeting where we shared our best practises as a province and learnt a lot.

How many committees does the council have? Five committtees HRD, Environment, Housing, Audit and finance Two committees are chaired by women Finance and HRD How many committees are chaired by women?
How many committees are chaired by PWD? No committee is chaired by PWD In what way do women/ youth/ PWD participate in council consultations and decision-making. Women, youth and PWD participate in council budget meeting and their contributions are taken into consideration.
III. WORK PLACE POLICY AND PRACTICE How gender sensitive is the work place? Shurugwi Town Council main offices
What proportion of the workforce is women? What is the proportion of youth and PWDs employed by the councils? Does the council have a sexual harassment policy? 29% Youths PWD 0% Yes council has a sexual harassment policy. we use the sexual harassment policy How are sexual harassment cases dealt with?
IV. LOCAL ECONOMIC DEVELOPMENT The Council has a local economic development plan or projects that target women, PWD, and youth entrepreneurs. Council does not have a local economic development plan Market places designed and % of stands allocated to women, men, PWD and youth on an equal opportunity basis. Mostly market places are occupied by women - 80% Men 10% Youths -5% PWD -5% Existence of entrepreneurship finance schemes linked to council that benefit women, men, people living with disability, and youth. What arrangements have been made by the council with external sources of finance to promote access to finance for local entrepreneurs, especially women, PWD and the youth. Council liase with Ministry of Women Affairs on the issue of loans and encourage people from all the wards through councillors to join the entrepreneurship finance schemes Does the council allocate tenders to women- owned businesses? VI. SEXUAL AND REPRODUCTIVE HEALTH, HIV AND AIDS How does the council promote SRHR? Access to sexual reproductive health services eg condoms and contraceptives Council has got templates on health and reproductive health which can be accessed by all people. Do women, men, people living with disability, and youth have equal access to treatment. Women, men, PWD and youths have equal access to treatment.
How has the council ensured that health/SRHR facilities are more accessible to these groups? Sebanga Poly cliinc built to reduce travelling distance
How does the Council encourage or support Comprehensive Sexual Education (CSE) in schools? Through awareness programmes, through school health clubs
VII. GENDER BASED VIOLENCE List key actions council has taken towards: Prevention Held a workplace programme with its council employees and councillors
Public awareness Shurugwi Town Council together with the Ministry of Women Affairs and Hand in Hand Zimbabwe commemorating the 16 days of activism
Response and coordination Council worked hand in hand with Women Affairs, ZRP to conscientize its employees and councillors on GBV issues and the community at large. Councillors would hold ward meetings regularly. Council through the Human Resources department holds Counselling sessions with both Male and Female employees on Family matters that may include Gender Based Issues. Support and empowerment
VIII. CLIMATE JUSTICE Does council have a climate change policy? Council does not have a climate change policy Examples of women, PWD, and youth are equally involved in projects that prevent climate change such as waste management, sustainable energy and recycling and benefit from economic opportunities arising from this. Women and youth are involved in the Community Based Organisation doing waste sorting at council dump site though it is on small scale. The PWD are not involved in the recycling project not that there is discrimination but they are not interested. STC participates in the national tree planting days done every first week of December. How has the council adapted or mitigated against climate change?
IX. GENDER MANAGEMENT SYSTEM We have a gender focal person and gender technical team. We do not have a gender committee 1. What Gender structures exist in council- e.g. Gender focal persons, gender committee, gender champion? Is the council Gender Action Plan aligned to the Council s strategic plan? Gender is written into the job descriptions of key functionaries. How does the council monitor and evaluate gender? 2. The gender action plan is aligned to council s strategic plan 3. X. GENDER RESPONSIVE BUDGETING 1. Did the Council submit an entry in the GRB category? 2. Has the Council drawn up a Gender Responsive Budget statement as per Ministry Guidelines? 3. What are key highlights? Yes Shurugwi town council submitted and entry in the GRB category Yes STC has drawn up a gender responsive budget statement as per Ministry guidelines. Council lowered the age threshold who are exempted from paying water to 55 and men remain at 65 PWD are exempted from paying vendor fees
CHALLENGES Main challenges faced are financial constraints eg -Wanted to do the waste sorting -Failed to do the workplaces programmes -trainings on gender especially the technical team How have these been overcome? Need to include the above issues on our 2023 budget and prioritisation on gender issues is also very crucial
LESSON LEARNED AND INNOVATION What lessons have been learned in the COE, hub and spoke process? Learnt what some councils are now doing eg gender committee, sex disagrigated data How are these being applied? STC is in the process of coming up with a gender committee and also in the process of coming up with sex disagrigated data on all its data eg land, housing etc
SUSTAINABILITY AND REPLICATION How can the COE, hub and spoke work be sustained within your organisation? The COE can be sustained by monitoring and evalution using gender action plans- continuous improvement of gender mainstreaming plan, documentation and dissemination of good practices for replication. Hub and spoke work can be sustained by sharing experiences and lessons learnt and holding provincial meetings
