LEA s will then have a 30-day time period for liquidation and to submit completion reports. A grant award is made available for an approved performance period of three years. Award money must be distributed across multiple years of the life of the grant 10

Initial awards are made for start-up costs. Start-up funds may be used for purchase of project assessments, professional learning institutes being held in June, 2018, the required L4GA Kick-off meeting being held June 21-22, 2018 in Athens, GA and initial purchase of materials outlined in their grant. (2)Districts will develop detailed performance plans that will be uploaded and approved in the Fluid Review systems. These plans will be accompanied by a year-one funding request. Submission of the year-one requests will be submitted to the State Board of Education for approval at the July 2018 meeting. Upon approval, the budget request will be combined with the start-up funding and will be loaded into the Consolidated Application. (3)Upon completion and approval of the district s 2018-2019 annual performance report and receipt of the Year 2 performance plan, requests for the balance of the grant award will be presented for State Board approval. These funds will be combined with any remaining balances and will expire September 30, 2020. (4)The grant period ends September 30, 2020. A final completion report will be due October 30, 2020. (5)In the event that funds still allocated but not E, the Project Director can request a no-cost extension from the United States Department of Education. If approval is received. Each district will receive an updated Grant Award Notice (GAN) 13

(2)LEAs must ensure that appropriate documentation is maintained for auditing and monitoring purposes. (3)LEAs must ensure that all schools participate in the project assessments and that the L4GA Project Director and the L4GA Evaluation teams have access to redacted student data files as appropriate under the Fair and Equal Reporting Act (FERPA) guidelines (4)LEAs receiving funds under Title I, Part E must agree to participate in evaluation studies conducted by the US ED, the Department, or entities acting on behalf of either agency for data reporting in accordance with the ESEA. In addition, it is the responsibility of the LEA to ensure the accuracy and timeliness of any data submitted from the LEA. The LEA should have policies and procedures on data collection, verification, reporting and publishing to ensure adequate controls are in place. (5)LEAs have the responsibility of implementing Title I, Part E in accordance with the approved consolidated application, the invoice application and applicable federal and state regulations. In addition, the fiduciary guidance (2 C.F.R.), Education Department General Administrative Regulations [EDGAR], and General Education Provision Act [GEPA]) are available on the US ED Web site at www.ed.gov. (6)LEAs must permit the Georgia Department of Education (Department) and auditors to have access to their records and financial statements as necessary for the Department to meet the requirements of 2 C.F.R. Part 200.331. (7)In accordance with 2 C.F.R. Part 200.415(a), LEAs are required to assure that expenditures are proper and in accordance with the terms and conditions of the federal award and approved project budgets, the annual and final fiscal reports or vouchers requesting payment under the agreements must include a certification, signed by an official who is authorized to legally bind the non-federal entity, which reads as follows: I certify to the best of my knowledge and belief that the report is true, complete, and accurate, and the expenditures, disbursements and cash receipts are for the purposes and objectives set forth in the terms and conditions of the federal award. I am aware that any false, fictitious, or fraudulent information, or the omission of any material fact, may subject me to criminal, civil or administrative penalties for fraud, false statements, false claims or otherwise. (U.S. Code Title 18, Section 1001 and Title 31, Sections 3729-3730 and 3801-3812). 14

Students birth to grade 12 Will receive an evidence-based literacy block that includes all elements of a comprehensive literacy program (e.g., dialogic reading, peer-assisted learning, small group reading interventions, developing academic English, explicit comprehension strategy instruction, explicit vocabulary instruction) using a variety of engaging, high-quality texts. Will receive evidence-based instruction in Literacy (Reading, Writing, Listening, Speaking, Viewing) within content area courses using evidence based delivery models as well as robust, engaging text.
