  2. BACKGROUND Gerald Kowalchuk Family Fund 10 year resident of NOTL My wife and I love living in NOTL 5 years ago Started a DONOR ADVISED FUND through the Niagara Community Foundation Mandate: helping underprivileged families and children

  3. I have been considering a project for the benefit of the Town of NOTL and those who live here.

  4. GOALS: MUST BE COMPLIMENTARY WITH THE SURROUNDING IMPROVEMENTS; (homes, the Charles, Golf Course) MUST WORK WITH : a) Parks Canada b) A Committee as appointed by Town Council c) The NOTL Golf Course d) The Town e) Municipal Heritage Committee

  5. THE CONCEPT A Committee would be formed as appointed by NOTL Council. Gerry Kowalchuk would be honored to be one member of this committee. Consideration would be given to a Design Competition by students of the Master of Landscape Architecture (MLA) program of Guelph University., and/or Niagara College and/or Niagara Horticultural School The Conceptual designs would be reviewed by the committee and public input solicited The Committee would make a recommendation to NOTL council

  6. DESIGN POSSIBILITIES A more aesthetically pleasing bulletin board Inclusion of the rotational heritage sign A Digital sign tasteful and non offensive ?? Evening lighting?? Relationship to the War of 1812?? A design reflecting our community heritage?? A Donor Plaque of Recognition for the contribution by the Gerald Kowalchuk Family Fund There are many possibilities

  7. FUNDING Funding for project would be provided in 2020, as required, by the Gerald Kowalchuk Family Fund through the Niagara Community Foundation. The funding provided would be up to the sum of $250,000.00

  8. PROJECTED TIMING (preliminary) Dec. 11, 2019 - meeting with NOTL councillors January February 2020 i) NOTL Council discuss and approve the concept in principle or otherwise ii)Formulation of a Committee or Sub Committee iii)Correspondence and feedback from those with a vested interest i.e. Parks Canada, the Golf Club, the Charles Inn, MHC iv)Correspondence with Guelph University, Niagara College, Niagara Horticultural School regarding a Design Competition v)Identifying Competent Landscape Architects for consideration, if required vi)Committee feedback regarding such matters as design criteria; mandatory inclusions; mandatory exclusions etc.

  9. PROJECTED TIMING (preliminary) March - mid April 2020 proceed with the Design Competition and or request for proposals from Landscape Architects. May 2020 award landscaping design contract June July 2020 design completion August 2020 Committee design approval and recommendation to Town Council September 2020 final approval by NOTL Council and tender calls for contractors October 2020 award landscaping construction contract
