  3. 1. Ar Pr Staff Selection Board Free for all recruitments/appointments; heave ho to RRs; Jobs demands to MLA candidates. Set up in 2018 under an Act. Autonomous body for merit based selections Birth pangs after 2 exams; in death throes Feb March 2020 after the 3rd exam. Transformed under Prashant Lokhande as Chairman & Santosh Rai as Secy. ISO 9001-2015 for fairness, transparency, promptness & merit Annual cycle of 3 exams cl X, cl XII, Graduate

Ar Pr Public Service Commission Annual calendar of exams Combined Gr A Engineering Services Exam Combined Gr B Engineering Services Exam APPSCC Exam : UPSC pattern Inclusion of Regional Topics Female DySP 100 m in 16 secs, 800 m in 4 minutes Male DySP vertical rope, parallel rope, tarzan swing, clearing wall, jump by holding rope, picket jumping etc removed, 1600 mtr in 7 minutes Credits to Secys Jayanta Ray & Ajay Chagti.

  5. 3. e-Office Started couple of years back. AR Dept alone used as Lone Ranger ; tried to push usage to no avail. Secy Dani Salu sang paens. Former CS Naresh Kumar pushed & pushed. Brilliant idea to get Finance & Planning Deptts onto e- Office first. Shut the door of FD/Plng on all Depts not using e-files. Hence all Depts in Civil Sectt and most in Itanagar fully onboarded within 2021. All distts to be onto e-Office after 15th August 2022.

  6. 4. e-Cabinet, e-Assembly, SPARROW e-Cabinet for cabinet branch submission of cabinet papers & proceedings during cabinet meetings. e-Assembly for members of Legislative Assembly for assembly session questions, replies and other papers. SPARROW for Ar Pr Civil Service Officers implemented in 3 months flat for 21-22 reporting period. Will help timely holding of DPCs and induction into IAS. Sole credit for SPARROW to Secy Mimum Tayeng.

Capacity Building - I MoUs with multiple knowledge partners With NESAC Shillong for use of space technology With NISG Hyderabad for e-governance and citizen friendly service delivery With IIM Shillong for managerial and leadership capabilities among govt employees. Satellite centre established in Tawang With IIM Kolkata for entrepreneurship and startup ecosystem. With NID Ahmedabad for boosting the traditional textiles

  8. 5. Capacity Building - II APCS officers being trained in LBSNAA Mussoorie as part of mandatory induction program Vision of vibrant Arunachal Pradesh @ 2047 launched ISTM conducts training programs for Sectt subordinate staff

  9. 6. e-Pragati Modelled on PM Pragati. Monthly review by HCM with DCs, line Dept Officials, GoI officials Infrastructure projects like BRO/NHIDCL Roads, Distt Hospital Bldngs, Sela/Nechiphu tunnels, Hollongi Airport, Small HEPs, Subansiri/Dibang HEPs, OIL leases, Forest/MOEF clearances, LA issues, etc Beneficiary oriented schemes of GoI/State, coverage, saturation. 17 meetings held so far. Fast tracked more than 200 projects & schemes. Credits to Commissioner Sonam Chombay

  10. 7. Sarkar Aapke Dwar Started in 2018-19. Dist Admin goes to interior villages and conducts a one day session Death/Birth/ST/PR/Income Certificates, renewal of arms licences/ration cards, resolution of grievances etc. 1051 SAD camps till date benefiting 12.33 lakh people 26 Mega camps as a part of Azadi ka Amrit Mahotsav. Credits to then Secy Himanshu Gupta

  11. 8. e-Governance Projects 2022-23 : Year of e-Governance 22 e-Governance projects to be taken up Covers Govt to Govt and Govt to citizen interfaces.

  12. 9. DBT & PFMS Geo tagging of all projects, PFMS and proposed operationalization of IFMS for transparency. PFMS e-Payment platform for all Centrally Sponsored Schemes, Chief Ministers Flagship Schemes and other schemes of the State Government One of the leading States in the Country in PFMS Payments under all beneficiary orientated schemes are through DBT mode. First State to disburse State stipends to students through National Scholarship Portal. Credits to PS Dr Sharat Chauhan, then Commissioner Ashish Kundra & Secy Yeshi W Ringu

  13. 10. Doable Reforms ---- Epitaph for Treasury Challans Land Revenue for Govt allotted/lease land : i. ii. iii. Why should one goto the LRSO (DC office), Treasury & bank at all? iv. Why should only the DLRSO sign in the book? why not convert to freehold? Why can t revenues be paid for more than 1 year? Gun licence renewal EAC(Judicial), Treasury, Bank? Driving Licence/MV registration DTO, Treasury, Bank? Trading Licence EAC, Treasury, Bank? Common services portal choose distt, choose service with details, select online payment, pay online, generate receipt, submit with document to the office.

  14. 11. Doable Reforms ---- Registration of Immoveable Property Stamp duties : 5% -7% & registration fee : 1% of property value in other States. Total 7% -10% of property value. Concept of Circle Rates for property valuation in other States. In Arunachal, property worth crores of Rs. in a 100 Rupee stamp paper gift deed, undervaluation etc. Way to go : Advertise repeatedly through whatsapp/facebook on compulsory registration of deeds of conveyance. LM Dept notified distt rates be circle/base rates for regn. Sale/gift deeds of lands whether allotted or private Work out a means for buildings & flats apart from land. Base rates can be LM notified rates. Start implementing!

  15. 12. Doable Reforms ---- Power Reforms Meters and AT&C losses Aggregate Technical & Commercial losses 50.85%. Avg cost of supply - Rs. 6.77/unit. Avg Tariff ~ Rs. 4.01/unit. Avg Revenue Realised ~ Rs 2.59/unit. 2.96 lakh consumers. 49% defective meter/un-metered; average billing etc. Itanagar capital complex 42% of energy consumption of the state. Distt Hqs & towns included consume 58% of energy. Way to go : Committee from the Dept to select smart/prepaid meter models. Let the consumers buy any out of the list. JE & staff to verify before giving connection. Monthly rebates; onus on defective meters with consumer. SEs to audit cash collection & deposit into Exchequer monthly
