Civics Pilot Overview Purpose of pilot is to evaluate new performance tasks and new types of computer test items based on the 2018 Massachusetts History and Social Science Curriculum Framework for grade 8 Addresses HSS content and practice standards Voluntary pilot for students in grade 8 Districts are not required to administer the assessment to all schools or students Pilot consists of three parts 6 Massachusetts Department of Elementary and Secondary Education

Grade 8 Civics Assessment Pilot The grade 8 civics assessment consists of three parts: (1) a local-level classroom performance task, (2) a state-level performance task, and (3) an end-of-course computer-based test. Grade 8 Civics Assessment End-of-Course Computer-based Test Performance Task Set 1. Local-Level Classroom Performance Task Materials on Moodle 3. Machine-scored items Administered on TestNav 2.   8. Performance Task Set Performance Task Set Focuses on one of the seven topics in the Grade 8 HSS framework with emphasis on HSS Practice standards. Local- and state-level tasks in each set address the same topic. Schools select one topic to administer. 2022 Civics Pilot Performance Task Set Topics Topic 1: Philosophical Foundations of the U.S. Political System Topic 3: Institutions of U.S Government Topic 5: The Constitution, Amendments, and Supreme Court Decisions 8 Massachusetts Department of Elementary and Secondary Education

Local-Level Classroom Performance Task Materials (e.g., directions, handouts, scoring notes) distributed to teachers through Moodle Administered during regular class instruction Involves group work and discussion time Incorporates written/typed responses Takes approximately 45 minutes to complete Prepares students for the State-Level Performance Task Teachers score responses DESE will not collect student work products or scores 9 Massachusetts Department of Elementary and Secondary Education

State-Level Performance Task Administered during regular class instruction in TestNav within one week of the Local-Level Classroom Performance Task Students complete task individually Takes approximately 45 minutes to complete Incorporates multiple-choice, technology-enhanced, short constructed response, and extended constructed response items All items are stimulus-based State-scored No student, school, or district results will be generated from pilot 10 Massachusetts Department of Elementary and Secondary Education

  13. Tasks to Complete BEFORE TESTING Task Principals sign up for Civics pilot and select performance task topic on survey (See slide 14.) Submit Civics test administrators names/emails to Directory Administration (See slide 15.) Complete the pre-administration SR/PNP process (for both the State-level Performance Task and the EOC test) Dates January 10 28, 2022 By February 7 (Weekly updates can be submitted after that date.) February 14 18 Note: DESE will post files in DropBoxes by February 11, prepopulated with math accommodations. State-level Performance Task: Feb. 21 March 11 EOC Test: May 2 20 Beginning February 28 State-level Performance Task: Operational test content will be available for precaching on March 7 Extended pre-administration SR/PNP window Download manuals from Moodle Precache state-level performance task test content (optional; see recommendations on precaching) EOC Test: Operational test content will be available for precaching on May 16 13 Massachusetts Department of Elementary and Secondary Education

  14. Survey to Sign Up for Civics Pilot: January 1128 Student Assessment Update sent on January 10 with a link to fill out a survey to sign up for the civics pilot. In the survey, principals will indicate: oWhich performance task set the school will administer oApproximate number of students participating oSchool name and school code oSchool contact person Deadline to complete the survey: January 28 14 Massachusetts Department of Elementary and Secondary Education

Process for Providing Civics Test Administrator Names/Emails Add the names and email addresses of civics teachers who will administer the pilot to students into Directory Administration by February 7, 2022, in order to receive initial login information for Moodle. o Moodle accounts from 2021 will be deactivated, so individuals who had access to Moodle in 2021 who need access for 2022 will also need to be added into Directory Administration. o Function in Directory Administration is called MCAS Civics Test Administrator. o After February 7, weekly updates will be provided to the testing contractor so that additional Moodle accounts can be created. Test Security Training for the Civics Pilot Test administrators must receive training before administering the Civics pilot. oIf they have already received training for spring MCAS testing, then cover areas that are different for Civics (e.g., using Moodle, giving each part of the assessment during a regular class session). oAs with spring MCAS testing, test administrators for certain accommodations should sign a nondisclosure acknowledgment (not all accommodations are available for the civics pilot). 18 Massachusetts Department of Elementary and Secondary Education

Test Security for the State-Level Performance Task and the EOC Test Test questions in TestNav for the State-level Performance Task and the End-of-Course test are secure and confidential, and staff must follow same test security protocols as for MCAS testing, including: o Do not read or view any secure test content or student responses (except when administering certain accommodations listed in Appendix C of the PAM). o Do not discuss or in any way reveal the contents of test questions or student responses to test questions before, during, or after test administration. o Do not duplicate any secure test content, including but not limited to videotaping, photographing, typing, or copying by hand. 19 Massachusetts Department of Elementary and Secondary Education

Student Irregularities for the State-Level Performance Task and the EOC Test These student-level irregularities can all be handled locally with school disciplinary procedures (schools do not need to be report these to DESE): o cell phone violations o students talking to or writing notes to each other o students providing help or asking for help on test questions o students who test with incorrect accommodations (no disciplinary actions likely needed) Tests for these student-level irregularities should be voided (schools do not need to be report these to DESE): o students using notes, books, or external reference material o students copying answers or receiving any assistance answering questions Schools with questions on which category an irregularity falls in should contact DESE for guidance. 20 Massachusetts Department of Elementary and Secondary Education

  21. Test Security for the Civics Pilot Local-Level Performance Task Teachers may discuss the contents and materials of the Local-Level Performance Task with their classes and with others. General PAN Steps for State-Level Performance Tasks and EOC Test Follow same PAN procedures as other MCAS administrations Create and manage test sessions Prepare, Start, Lock/Unlock, Stop o Print testing tickets (in classroom testing) Note: These are considered secure materials since they have student information on them. Verify that test administration staff have the correct user role in PAN o Check that assigned test administrators have a PAN user account o See the User Role Matrix and Guide to Managing User Accounts SR/PNP to register students and manage accessibility features and accommodations for large numbers of students o Field Definitions for the SR/PNP for the Civics 2022 MCAS Pilot and the Guide to the SR/PNP Process (http://mcas.pearsonsupport.com/manuals/) o Note: DESE will populate test codes (column J) based on school surveys.   32. Frequently Asked Questions Are schools required to administer all parts of the civics pilot? For the pilot, the Department strongly recommends that schools participate in all parts of the assessment. If necessary, however, a school may participate in only the performance task set or the EOC. Schools can indicate this in the survey. Will my school receive student results from the civics pilot? No student, school, or district results will be generated. The Department plans to release an additional set of performance tasks and computer-based questions for instructional purposes in the fall of 2022. Which accommodations are available for the civics pilot? Text-to-speech will be provided on the state-level performance task and the EOC test, but paper-based accommodations will not be available for this pilot. The civics field definitions document shows all the available accessibility features and accommodations for these two sessions. (Local classroom accommodations are available for the local-level performance task.) 32 Massachusetts Department of Elementary and Secondary Education
