Indicator 1: Graduation Rates Reports the percentage of students ages 14-21 with IEPs who left high school having earned a high school diploma compared with the total number of students ages 14-21 with IEPs who left high school in the reporting year. Left high school means a student: a. Graduated with a regular high school diploma OR b. Received a certificate OR c. Reached maximum age OR d. Indicator 1 Data Importance of Indicator 1: This indicator demonstrates the level of success schools, districts and ultimately the state are achieving in reaching the goal of all students prepared for success after high school further education, work, and life. 3 Massachusetts Department of Elementary and Secondary Education
Diploma Requirements for Students with IEPs 1)Must earn a Competency Determination (CD), which means achieving a specific level of proficiency on Grade 10 English Language Arts (ELA); Mathematics; and Science, Technology, and Engineering (STE) statewide assessments administered through the Massachusetts Comprehensive Assessment System (MCAS) or MCAS-Alt for students needing an alternate mode of testing; AND 2)Must meet the local graduation requirements of the district awarding the diploma; AND 3)Must have received a Free and Appropriate Public Education (FAPE) 4 Massachusetts Department of Elementary and Secondary Education
Indicator 1: COVID Modifications Schools shut down in March 2020 The Board of Elementary and Secondary Education voted to allow Students who had not met the CD requirements by March 2020 to earn a modified CD Modification Guidelines: earning credit for a course aligned to the curriculum frameworks in the required subject(s); and demonstrating competency in that subject as certified by the district 5 Massachusetts Department of Elementary and Secondary Education
Indicator 1: Baseline and Targets Recommendations: Baseline: 76.33% (2019 grad rate) Target: 1% increase through FFY 2025 Considerations for these recommendations: School year 2019-2020 includes the COVID shutdown in March 2020 Higher than normal graduation rate during the pandemic raises a question of the influence of a modified CD on that rate Due to the pandemic, OSEP allows baselines to be set at pre -pandemic levels, hence, we chose the 2019 graduation rate. 6 Massachusetts Department of Elementary and Secondary Education
