2 The main issue The main issue resulting from the capacity development 4.0 survey focused on the lack of tailored capacity assistance with a country-led focus . Focus on Costing In total, 63% think that the main constraint to developing capacity is lack of funds. At the same time, 45% of countries could not report on the assigned budget for capacity building nor the composition of funds from national and international sources.

Joint identification and assessment of needs (gap analysis, costing, tools, etc.) 2. Coordination, communication, transparency and information sharing 3. Out of the box (P21 as marketplace, incentivized training, generate income)
