One of which is assigned to the system controller. The other eighteen frequencies are trunked and utilized for voice communication with field units. oB. All talk groups will be referred to by name and NOT zone and position. Anytime two or more TG s are temporarily patched an announcement shall be made on the affected TG stating which TG s have been patched together oC. Anytime a radio is operating on a non-trunked resource the EMERGECY BUTTON will NOT function. This talk group has a patch establish to the pager activation frequency 460.600. Field units will respond on this talk group and switch to the assigned operations talkgroup. All in-service units will monitor this talk group. This talk group must be monitored at all times. oFire is utilized for single company responses. In some cases this talkgroup may be used for EMS activity as well. This talkgroup can be utilized for unit-to-unit transmission on the scene, as well as transmission to Dispatch. This talk group must be monitored at all times. oFire TAC/Knox is utilized for on scene communication as well as overflow during high call volume and activation of KNOX boxes on both Fire and EMS units. This talk group does not have to be monitored unless traffic was directed to this talk group by Dispatch or specifically requested by Command. oEMS is utilized for calls being handled by EMS to include Cardiac Arrests and simple motor vehicle accidents with suppression. This talk group must be monitored at all times. oEMS TAC is utilized for on scene communication as well as overflow during high call volume. This talk group does not have to be monitored unless traffic was directed to this talk group by Dispatch or specifically requested by an EMS unit. This talkgroup is REGIONAL ROAM in the CMARC areas and can be used for units transporting to hospitals in the Baltimore Metro Area. oMUTUAL AID - is utilized for communication between mutual aid jurisdictions. This Channel will have to be monitored at all times. oADMIN A ADMIN E is utilized for communication between association and company level personnel. This talk group does not have to be monitored and shall be used for non-incident related communications. These are assigned based on the primary operating zone of the department. oIncident Talkgroups- The primary talkgroup shall be monitored when possible if units are operating on an assignment that meets the criteria for usage of said talkgroup. Sub talkgroups do not have to be monitored unless specifically requested. In some cases these talkgroups will be used for mutual aid and will be handled on a case by case basis.   5. Are we there yet? The short answer no, but we are making progress. We continue to move forward and take steps to eliminate interoperability limitations with jurisdictions that surround us through system key sharing, subscriber sharing, and routine conversations about interoperability. Some of our current challenges: Cecil County Fire/EMS and Law Enforcement mutual aid operations Inter-State interoperability with Pennsylvania Intra-State interoperability - MD First TDMA FDMA Dual Mode MOUs Aging equipment Some model radios incapable of TDMA
