Healthcare provision between 1918 and 1945 underwent significant changes, evolving from patchy and charity-based services to the establishment of a Ministry of Health and local government responsibility for healthcare. A consensus developed over the role of government in healthcare, leading to the expansion and improvement of healthcare services during the interwar years. The Local Government Act of 1929 played a crucial role in supporting healthcare by transitioning Poor Law Hospitals to local government control and enhancing local healthcare services. These developments laid the foundation for the growth and advancement of healthcare provision post-1929.

COVID PROTOCOL GUIDELINES
Goals District Employee Community Prevent staffing shortages Return employees to work as soon as possible to limit their need for using PTO Protect health of community members during necessary interactions Maintain a healthy workforce Maintain safe and healthy workplace for all employees
Points of Clarification Rapid tests (including at home tests) and PCR tests are viral antigen tests and indicate current infection. Rapid tests should not be used if asymptomatic as it can show false negative result if too early in the infection period. If symptomatic, rapid tests and PCR tests are both acceptable testing tools.
Positive COVID Test -Symptoms Symptoms Notify Health & Safety. Isolate for a minimum for 5 days. Day 0 is your first day of symptoms. If after day 5, you have been fever-free without meds for 24 hours and your symptoms have improved, return to work. Isolation Stay home and isolate from others in your home If symptoms continue after 5 days, remain isolated. Once fever-free without meds for 24 hours and symptoms improve, return to work. Once returning to work, wear a mask until day 10.
Positive COVID Test No symptoms Notify Health & Safety. Isolate for a minimum for 5 days. Day 0 is the date your viral test sample was collected (PCR or rapid antigen test). -No If you do not develop symptoms by day 5, return to work wearing a mask until day 10. symptoms If you develop symptoms, your 5-day isolation period starts over and day 0 is the day you developed symptoms. Isolation Stay home and isolate from others in your home Follow the protocol for a positive test with symptoms.
Exposure No symptoms Continue to work regardless of vaccination status. Wear a surgical or N95 mask in all work areas outside of your immediate sleep quarters for 10 days. Self monitor for the development of symptoms. If you would like to be tested, contact HR for a scheduled appointment at a Paradigm PCR test site. DO NOT report to work if possible COVID symptoms develop.
Exposure Develop symptoms If you develop symptoms, DO NOT report to work. If desired, take a test (rapid antigen or PCR). If positive, follow the protocol for a positive COVID test with symptoms. If negative, return to work once symptoms improve. Wear a mask for 10 days.
Responsibilities Health and Safety Captain/BCs Human Resources Point of contact for positive cases. Contact employees exposed to a positive case. Notify them of exposure, explain next steps, and direct them to the email that will be sent from Health and Safety further explaining protocol. Schedule PCR tests through Paradigm if requested by employees. Point of contact for questions and clarification of protocol. Coordinate scheduling to fill spots of employees required to isolate or quarantine.
Wearing of Masks Recommended While outside your designated workplace. Designated workplace any area outside of your immediate assigned building or station. When riding/driving in GRFD vehicles with 2 or more individuals. Required Masks are required to be worn when in public.
Cleaning of Work Areas Implementation of daily disinfecting of living areas and apparatus: Apparatus Disinfect designated seating assignment Disinfect SCBA Disinfect headsets Disinfect door handles Stations/Office areas Disinfect kitchen: Cabinet doors, counter tops, refrigerator door handles, pantry doors Disinfect bunk rooms: Door handles, desks, light switches Disinfect office area: Desks, keyboards, computer mouse, phones, door handles, printers, etc.
Additional Steps If you are symptomatic or test positive and need time off, you are responsible for entering your UPTO request. Notify your immediate supervisor of requested time off. Please call or email the Health and Safety Division if you have a positive test. The overall goal of this system is to keep us safe and free of any issues. Ultimately you are responsible for your health. If you are sick stay home!
