SYSTEMIC RACISM IN POLICING SYSTEMIC RACISM IN POLICING HISTORY HISTORY 1704 South Carolina Slave Patrol Established The slave patrols' function was to police enslaved persons, especially runaways and who was view as defiant. They also formed river patrols to prevent escape by boat. Slave patrols were first established in South Carolina in 1704, and the idea spread throughout the colonies.

After attending segregated schools in North Carolina, Battle moved north, first to Connecticut, then to New York City, where he took a job as a train porter and began studying for the New York City Police Department civil service exam.
