Program Introduction: New program name - Restore Health and Safety Covers all eligible Oregon Homeowners below 100% AMI both veterans and non-veterans* The program will focus on repairs that affect the house structure and repairs attached to the house The program will provide home repairs and modifications related to health and safety concerns. The proposed program receives funds from the document recording fees Applicants will be selected based on their eligibility criteria and evaluation scoring *2020 legislative session, there is a proposed change to the AMI to read at or below 100% AMI. Program Requirement Performance Measures and Compliance Monitoring Grantees will be required to expend and/or reserve 50% of the total awarded funds to eligible homeowner(s) within 12 months If requirement is not met OHCS may reduce and/or reallocate the remaining funds to another Grantee(s) Oregon Housing and Community Services 4
Program Requirement Increase of Delivery Cost Administrative cost to remain 10% as previous program Delivery cost to increase to 20% Increase in delivery cost is to accommodate the certified inspectors to conduct the health and safety assessment Oregon Housing and Community Services 5
Program Requirement Home Inspection Certification -OHCS will provide the training funds Pre-certification course ($695). Can be taken online Exam ($225) Testing centers located in seven different places Need to go in person to take the exam Oregon Housing and Community Services 6
Program Requirement HUD HQS Inspection Checklist Requirement to use home inspection checklist to help identify critical repairs related to health and safety To be used by Grantees as a guide only Oregon Housing and Community Services 7
Reporting Requirements All required data elements Quarterly and Final Reports Outcome measures Grantees to follow up with homeowner(s) six months from completed repair projects Oregon Housing and Community Services 8
Program Addition Inclusion of Manufactured Homes in parks Importance of helping the most vulnerable homeowners with critical needs for home repairs and modifications related to health and safety. The proposed program will assist manufactured homes built only in 1980 and newer. Oregon Housing and Community Services 9
Stakeholder Engagement We had a partner engagement call on February 26th 2020 to discuss the proposed new program requirements Feedback from partner call: Home Inspection Certification requirement Contractors license is higher standard than Home Inspection Certification Home inspection certification is not pertinent to partners if organizations already hired someone with a contractor license Outcome measures six months is a short window to follow up long term impacts We currently measure outcomes six months and then a year later Simple repairs involve telephone follow-up while more extensive repairs involve more comprehensive follow-up Question asked: Could there be a client follow-up threshold of $5,000 or less? VHIP Data Previous Program 93 veterans assisted including 3 veterans of color This shows the need to focus on reaching out to communities of color Request For Applications (RFA) for VHIP was posted in 2017 and the Statewide Housing Plan was not established The RFA for the proposed program will focus on the Homeownership's priorities to address the unmet needs of communities of color and rural areas Oregon Housing and Community Services 11
Diversity, Equity and Inclusion (DEI) and Equity & Racial Justice (ERJ) Commitment to serve communities of color Ensuring our partners join us in our commitment to apply best practices to reach and engage communities of color The RFA for the proposed program will include questions regarding DEI policies and practices DEI Commitment form will allow Grantees to list their diversity ideals and standards to achieve Requiring Grantees to submit a plan to advance equity and racial justice and serve homeowners of color OHCS will provide technical assistance to help Grantees achieve their diversity goals OHCS will assist with developing outcome measures to ensure Equity & Racial Justice (ERJ) priorities are met Oregon Housing and Community Services 12
Council Discussion Does the Council agree with the approach to Assisting Manufactured Homes (in parks) built in 1980 and newer? Given the poor track record of the prior VHIP program in reaching homeowners of color, what guidance does the Council have for how we can build in incentives, requirements and supports for grant seekers in this new program to increase service to communities of color? Should all Homeowners receive a follow-up telephone call and/or survey to measure outcomes or should we establish outcome threshold of $5,000 or less for no follow-up?
