Partnership between IEPA & DCEO Home Electrification & Appliance Rebate Program (HEAR) Home Efficiency Rebates Program (HOMES) $132,219,190 formula allocation for whole-home efficiency improvements based on modeled energy savings $131,452,470 formula allocation for residential electric upgrades Funding Expires September 30, 2031 IRA Home Energy Rebate Programs

HOMES-HEAR Income Eligibility Single Family: Income must be less than 80% AMI (Area Median Income) or the applicant must be categorically eligible Multi-Family: Building with at least 50% of households with incomes less than 80% AMI or must be categorically eligible Same Categorical Eligibility rules apply to these funds At some point, Moderate Income (80% -150% AMI) households may be eligible for HEAR program.

  5. HOMES Rebate Single Family and Multi-Family Modeled Energy Savings Rebate Amount 20%-34% $8,000 per unit 35% or greater $16,000 per unit * ASHRAE 62.2 ventilation costs can be included in the rebate.

  6. HOMES Modeled Savings Must use approved BPI-2400 software (SF) or DOE-approved software (MF) to model homes using past utility data to true-up model, assess potential savings from improvements. Will need at least 1 year of historical energy usage for client Focused on % of energy savings instead of SIRs Multi-Family: can use TREAT model as currently used for WAP, except focus on energy savings for retrofits. Single Family: Updating IWx to include a calibrated model, automated true-up to historical energy usage, group retrofit measures by 20%-34% energy savings and 35% or more savings

  9. Braiding Homes-HEAR, and Braiding with Other Funds HOMES and HEAR funds can be used on same job, but not on same measures HOMES/HEAR funds can be used on same job as DOE/HHS funds, but not on same measures HOMES/HEAR funds can be braided with Utility and State funds on the same measure
