  3. COVID Programs Homeless Provider Grants Temporary Rapid Rehousing Program (TRRP) FEMA hotel program Diversion program Shelter Renovation program Emergency Rental Assistance

  4. Homeless Provider Grant ESG-CV funds Grants to help offset some of the additional costs caused by the pandemic Eligible costs under the Emergency Shelter activity for ESG Funding expires March 31, 2022

  5. TRRP ESG-CV funding Rapid Rehousing program through Preble St, City of Portland, KCHC, PCHC and Rumford Group Homes Primary purpose to rapidly rehouse clients in short term hotels End dates range from August 2021 to April 2022, depending on program

FEMA Hotels FEMA funding Contracting with hotels to allow more social distancing in congregate shelters Also beds for quarantine and isolation for COVID patients Hotels in South Portland, Lewiston, Waterville, Bangor, and Presque Isle Presque Isle program already completed Lewiston and one South Portland only have Q&I remaining Waterville and other SoPo only ES hotel remaining Bangor both ES and Q&I All hotels are in depopulation mode, not accepting new ES admissions All programs end Dec 31, 2021

  7. Diversion ESG-CV funds Operated by 15 ESHAP agencies throughout the state Eligible expenses under the Homeless Prevention activity for ESG Program ends May 1, 2022

  8. Shelter Renovation ESG-CV funds Funds to create/renovate non-congregate shelters Funding shelter creation for Preble St and Safe Voices Funds are fully committed

  9. Emergency Rental Assistance (ERA) Funds through the US Treasury, managed by MaineHousing Adminstered by CAP agencies Has Housing Stabilization component for people experiencing homelessness Can be used for hotel stays in certain situations Through 2025

  11. What is ESHAP? A program operated by MaineHousing to provide funding to homeless services agencies in Maine. Funding comes from federal Emergency Solutions Grants (ESG), State HOME and State General funds

  15. Why is this important? As mentioned, ESHAP directs federal and state funds to homeless service agencies Those funding sources come with many requirements ESG funds need to abide by 24CFR 576 State funds have to abide by the Homeless Solutions Rule

  16. Shelter Operations ESHAP includes Shelter Operations That means everyone in shelter is being served by ESHAP That also means required documentation for all shelter guests must be present in the file (Homeless verifications!)

  17. Confused? Okay, instead of referring to stabilization as this: ESHAP Navigator Services From now on, we ll refer to stabilization as this:

  18. Conclusion ESHAP refers to Navigator services AND shelter services We will move away from using ESHAP to refer only to Navigator services
