HHAP-4 State Application Timeframe and Funding State Application Template Released September 30, 2022 Baseline Data Released October 10, 2022 Applications Due November 30, 2022 Expenditure Deadline June 30, 2027 $800 million statewide for HHAP-4 HHAP-3 allocations were based on 2019 PIT count. HHAP-4 will be based on 2022 PIT count, pending HUD approval in December HHAP-4 allocations will not be available prior to application due date, submit % Sacramento should expect to receive at least, likely more than HHAP-3 allocations

Proposed HHAP-4 System Performance Goals Increase the number of people accessing services (crisis services and rehousing assistance) who are experiencing homelessness by at least 5% Reduce the number of people who experience unsheltered homelessness by 15% (Measurement: 2022 PIT to 2024 PIT) Increase the number of people who become homeless for the first time by 5% (increased HMIS participation) Increase the number of people exiting homelessness into permanent housing by 20% Reduce (stabilize) the average length of time persons remain homeless to 175 days or less Reduce the number of people who return to homelessness within six months after obtaining housing to no more than 10% Increase successful placements from street outreach by XX% (waiting on State corrected baseline data)
