Bonus Funding Opportunities For new projects or to expand existing projects Bonus Up to $147,945 Permanent Supportive Housing Rapid Re-Housing Joint Transitional Housing and Rapid Re-housing Supportive Services Only Coordinated Entry Domestic Violence (DV) Bonus Up to $209,238; (minimum of $50,000) Rapid Re-Housing Joint Transitional Housing and Rapid Re-housing Supportive Services Only Coordinated Entry specifically to better meet the needs of survivors experiencing homelessness

Active Registration with Sam.gov Applicants must be registered prior to application submission and maintain a current SAM registration with current information Applicants must provide a unique entity identifier (UEI) in each application Outstanding Delinquent Federal Debt Eligibility Requirements for Applicants of HUD s Grant Programs Applicants with outstanding delinquent federal debt will not be eligible to receive an award of funds. Debarments and/or Suspensions No award of Federal funds may be made to a debarred or suspended applicant. Pre-selection Review of Performances Before making a Federal award, HUD reviews information available through any OMB-designated repositories of government-wide eligibility qualification or financial integrity information, such as Federal Awardee Performance and Integrity Information System (FAPIIS), and the Do Not Pay website. Sufficiency of Financial Management System HUD will not award or disburse funds to applicants that do not have a financial management system that meets Federal standards as described at 2 CFR 200.302.

  5. False Statements A false statement in an application is grounds for denial or termination of an award and may result in criminal, civil, and/or administrative sanctions, including fines, penalties, and imprisonment. Eligibility Requirements for Applicants of HUD s Grant Programs (continued) Mandatory Disclosure Requirement Must disclose in writing all violations of Federal criminal law involving fraud, bribery, or gratuity violations potentially affecting the federal award. Prohibition Against Lobbying Activities Recipients are prohibited from using appropriated funds for lobbying the executive or legislative branches of the Federal government in connection with a Federal award.   6. Fair Housing and Equal Opportunity All applicants must attest to and certify that they will comply with: oTitle VI of the Civil Rights Act of 1964 oFair Housing Act oExecutive Order 11063 on Equal Opportunity in Housing oExecutive Order 11246 (discrimination of employment during performance of Federal contracts) oSection 3 of the Housing and Urban Development Act of 1968 oSection 504 of the Rehabilitation Act of 1973 oAge Discrimination Act of 1975 oExecutive Orders 11625, 12432, and 12138 (to encourage participation by businesses owned and operated by members of minority groups and women) oIf establishing a preference for target populations of disabled persons, it will comply with nondiscrimination requirements within the designated population.

  7. Policies Are Compliant Must have HUD compliant policies and procedures that comply with: Maintaining adequate internal financial controls, record maintenance and management, and confidentiality The Americans with Disabilities Act, VAWA Act protections, and Fair Housing requirements CoC-required policies for termination of assistance and appeals Threshold Factors Practice Housing First Policies and practices are aligned with Housing First principles including: Commitment to identify and lower barriers to housing No service participation requirements No overly punitive policies

  8. Coordinated Entry Must participate in the CoC s Coordinated Entry process by notifying the CoC of program openings and accepting referrals to fill those openings. Threshold Factors Homeless Management Information System (HMIS) Participation Commitment to be trained on and utilize the HMIS for maintaining client information related to required grant reporting and evaluation of program performance. Organizations receiving DV-specific funds are prohibited from using HMIS and must have a comparable database that meets all HUD HMIS standards and reporting requirements.

  9. Eligible Participants Programs will only accept new participants if they can be documented as eligible for the applicable program type based on their housing and disability status. Consumer Input Expectation Threshold Factors Recipients should engage persons with lived experience in program design and policy making. Examples of this may include: Including homeless or formerly homeless client on its board of directors or staff Having a consumer advisory board Administering consumer satisfaction surveys Convening client focus groups

  10. Equal Access Projects must provide equal access and fair housing without regard to sexual orientation, gender identity, local residency status, or any other protected category. Threshold Factors Match Must demonstrate 25% match per grant using match letters that specify the kind and amount of resources to be used or donated. Match commitments must be current dated between August 1 and September 23, 2022 See the FY2022 HUD CoC Program NOFO pages 34-45 for additional details.
