UPPER DENKYIRA WEST DISTRICT ASSEMBLY HUMAN RESOURCE ACTIVITIES REPORT, 2020 Augustine Nana Asare and Stephen Danso 1 1 2/23/2025
INTRODUCTION The Human Resource Department is to communicate the basic personnel policies, practices and procedures to aid the managerial employee in the efficient and effective management of the business of the local government service. The Department also harmonies the various professional knowledge, skills, competencies to achieve the desire results. 2 2 2/23/2025
STAFF STRENGTH As at 31st December, 2020 the aggregate of staff in Upper Denkyira West District Assembly consists of One Hundred and Five (105). The District Assembly has Ten(10) Commission Collectors, Fourteen (14) Non- mechanized Staff, Eighty (80) mechanized staff and One(1) National service personnel. 3 3 2/23/2025

UPDATE ON PLANNED ACTIVITIES IMPLEMENTATION The staff nominal role was duly submitted to the RCC Human Resource quarterly reports were duly submitted to the RCC. Quarterly reports on capacity building plan implementation were duly submitted. Staff Appraisal schedule was duly implemented. Monthly E-SPV was duly prepared and submitted to the RCC. Monthly updates on HRMIS were duly prepared and submitted to the RCC Composite promotion register for 2020 was prepared and submitted as scheduled Retirement schedule for 2021 was prepared and submitted 2/23/2025 5 5
UPDATE ON CAPACITY BUILDING PLAN .Five (5) out of Six (6) planned Capacity building activities were undertaken These were: i. Two-day Training on Local Governance Act 936 and Local Government Service Protocols ii. Training of Members of the Area Councils on the Area Council Establishment Act (LI. 1967) iii. Training of Management on Prosecution Skillls and legal regimes governing local government service delivery iv. Training of revenue Collectors on Mobilization Skills v. Training of Assembly Members on the Standing Orders 2/23/2025 6 6
LEAVE Twenty Eight (28) Officers applied for leave. Twenty (22) staff applied for part leave and were granted Eight (6) staff applied for annual leave and were granted One (1) staff applied for maternity leave and was granted 7 7 2/23/2025
PROMOTION Eleven(11) officers were promoted during the year including: Three(3) Driver Grade II were promoted to Driver Grade I One (1) Principal Technical Officer was promoted to Assistant Chief Technical Officer Two(2) Assistant Chief Technical Officers were promoted to Chief Technical Officers. One (1) Senior Radio Operator was promoted to principal Radio Operator 8 8 2/23/2025
PROMOTION Contd One (1) Community Development Officer was promoted to Social Development Officer One(1) Watchman Supervisor was promoted to HeadWatchman . One(1) Tradesman was promoted to Supervisor/Senior Tradesman One(1) Senior Executive Officer was promoted to Principal Executive Officer 9 9 2/23/2025
POSTINGS OF OFFICERS Eight Officers were reposted to various Assemblies during the year. They include : 1. One (1) Community Development Officer 5. One (1) Assistant Programmer 2. One (1) Senior Accountant 6. One (1) Development Planning Officer 3. One (1) Stenographer Secretary 7. One (1) Agriculture Officer 4. One (1) Driver Grade II 8. One (1) Senior Environmental Health Assistant 10 10 2/23/2025
POSTINGS TO THE DISTRICT (JANUARY-DECEMBER 2020) The following Eight Officers were posted to the Assembly: 5. One (1) Senior Agricultural Officer 1. One (1) Typist Grade II 6. On (1) Technician Engineer 2. One (1) Yard Foreman 7. One (1) Assistant Internal Auditor 3. One (1) District Environmental Health officer 8. One (1) Assistant Director IIB 4. One (1) Accountant 11 11 2/23/2025
DEPARTURE FROM THE SERVICE Resignation: One Driver Grade III resigned from the service Retirement: Four (4) Officers made of One (1) Female and Three (3) Males went on retirement Death: One Yard foreman passed on 12 12 2/23/2025
CHALLENGES Almost all the training plan activities for the first and second quarters were not implemented due to the directives and restrictions imposed as a result of Covid-19 Pandemic. Inadequate staff strength in some departments and absence of certain key departments in the district affected service delivery Delay in submission of monthly and quarterly reports on time due to delay in release of funds. Difficulties in updating the HRMIS due to technical challenges with the software which is a national issue as admitted by software developers 2/23/2025 13 13
RECOMMENDATIONS Funds should as far as practicable be made available for staff capacity building and HR related activities There should be posting of more staff to the district to augment the existing staff strength and also establishment of departments such as trade and industry, land valuation, EPA amongst others as well as the substantive heads of certain key departments such as the Physical Planning Department Issues pertaining to the HRMIS should be resolved as a matter of urgency 14 14 2/23/2025
