IIJA -Big Picture $1.2 Trillion investment in infrastructure ($550B in new spending) Transportation Drinking water Utility transmission updates, Broadband Pollution clean up Hazard Resilience planning and infrastructure 60% to formula programs, remaining to: Discretionary grants New research, administration, new madates

IIJA Overarching themes Safety for all road users, especially vulnerable road users, New allowances for active maintenance projects Sustainability, Climate resilience Inclusion of disadvantaged and underrepresented groups in decision making and project design process Reducing Greenhouse gases- switching to ZEV technology, funding active transportation projects, and investing in transit Many programs have rural set-asides Justice40 initiative- 40 percent of the overall benefits of federal investments in climate and clean energy, including sustainable transportation to disadvantaged communities. transportation improvements in safety and

CalSTA Working Group Recommendations CalSTA determines state/local splits Using working groups on various topics CalSTA Makes final decision 1styear may be different split than subsequent years to meet federal obligation deadlines Current recommendation: Maintain traditional 60/40 State/Local split Do maximum 15% set aside for off-system bridges

Grant Programs Multimodal Project Discretionary Grant Common Application INFRA, MEGA (new) and Rural (new) Annual opportunity, first round due May 23, 2023 Local and Regional Project Assistance (RAISE) IIJA doubles funding for this program. Next opportunity ~Spring 2023 National culvert removal, replacement, and restoration grant NOFO expected summer 2022 Bridge Investment Program NOFO expected summer 2022 Rural set-aside, off-system bridges eligible for 100% funding
