TODAYS AGENDA 2019 Resolutions Resolution 5: Ordering of fingerprinting Resolution 6: Fish & Game permit fees dedicated to transportation projects Resolution 7: County option sheriffs deputy residency requirements Resolution 1: Taxation of federally managed public lands Resolution 2: Consolidated election dates (eliminate March and August dates) Resolution 4: Project based county local option tax

  4. RESOLUTION 1: TAXATION OF PUBLIC LANDS Proposed Policy: Allow counties to tax public lands. Sponsor: Kirk Chandler, Washington County Commissioner Fiscal Impact: Statewide some counties may see an increase in revenue. True impact is still TBD.

  5. RESOLUTION 2: ELECTION CONSOLIDATION Proposed Policy: Further consolidation of election dates by eliminating March and August election dates. Sponsor: Kirk Chandler, Washington County Commissioner Fiscal Impact: Counties may see a slight cost savings.

  6. RESOLUTION 4: COUNTY PORJECT BASED LOCAL OPTION SALES TAX Proposed Policy: Allow counties to implement a local option sales tax of up to 1% for voter approved construction projects. Sponsor: Tom Dale, Canyon County Commissioner Fiscal Impact: Temporary funding for specified projects.

  7. RESOLUTION 5: COURT ORDERED FINGERPRINTS Proposed Policy: Clarifies that the court has the authority to order fingerprinting individuals committing both misdemeanor and felony cases. Sponsor: Alan Ward, Boise County Commissioner Fiscal Impact: Possible impact to administrative costs.

  8. RESOLUTION 6: FISH & GAME PERMIT FEES FOR HIGHWAY MAINTENANCE Proposed Policy: Adds a fee to Fish & Game licenses/permits that would be dedicated for maintaining and repairing roads. Funds would be allocated proportionately, based on the number of miles maintained by each jurisdiction. Sponsor: Alan Ward, Boise County Commissioner Fiscal Impact: Counties could see an increase in annual transportation revenue between $3M and $6M ($5-$10 fee increase).

  9. RESOLUTION 7: COUNTY OPTION SHERIFFS DEPUTY RESIDENCY REQUIREMENTS Proposed Policy: Allow county sheriffs the option of requiring their deputies to reside within the community they work. Sponsor: Alan Ward, Boise County Commissioner Fiscal Impact: None expected, as this only creates an option for law enforcement.
