Integrated Flood Observation and Warning System (IFLOWS) Pilot Project Update Dan Bradway September 18, 2019
Agenda Background Concept Progress Challenges Next Steps
Background: Middle and Upper Rappahannock River Basin Gauge Installation A USACE report identified a need for hydrologic data along the river basin for flood warning and water quality monitoring In 2013, VDEM and RRBC partnered to install gauges in accordance with the report s recommendations Project stalled for several years In March 2019, U.S. DHS contacted VDEM about helping evaluate new IoT flood sensors
Pilot Concept The project seeks to model aspects of the desired state of IFLOWS Evaluate IoT flood sensors and telemetry Densify sensor network VDEM-locality partnership for O&M An opportunity to gain lessons learned before implementing upgrades system-wide The project leverages resources and aligns several existing initiatives IFLOWS Study provides concrete recommendations to implement The Rappahannock Gauge Installation Project provides the test area DHS provides flood sensors
Rappahannock River Basin Gauge Installation VDEM IFLOWS Pilot IFLOWS Assessment Study Recommendations Flood Apex IoT Low-Cost Flood Inundation Sensor Evaluation
Pilot Project Goals Increase hydrologic monitoring in areas vulnerable to flooding to support NWS forecasting and bolster decision-support for emergency managers Model the desired state IFLOWS for stakeholders by piloting new equipment, telemetry and O&M structure that provides increased density and reliability while remaining fiscally sustainable Gain lessons learned before implementing changes system-wide
Pilot Project Phases PHASE 3: Testing and Evaluation PHASE 1: Planning and Preparation PHASE 2: Installation PHASE 4: Closeout May 2 - Jun 1 Dec 2 - May 1, 2020 Present Oct 1 Oct 2 Dec 1
Progress Planning workshops and informational briefings Flood sensor sites identified Flood sensors received
Challenges Installation and maintenance contract quote higher than initial cost estimate Maintaining an expanded network
Next Steps Finalize installation and maintenance contract Begin installation
