Impact of Covid-19 9 October 5 August 19 March The Government was informed on the necessary postponement of 2021 PHC Epidemic caused by the Covid-19 was decleared in RS The Delegation of the EU to the RS was informed about the need to postpone 2021 PHC 2 2 0 0 November September Guidance Note on Personal Protection Equipment (PPE) Recommendations for Census (UNSD I UNFPA) 8 July Requested formal opinion from Covid-19 Crisis Staff Initiated procedure for the adoption of the Law on Amendments to the Law on the PHC 2021 www.stat.gov.rs / stat@stat.gov.rs

Challenges caused by Covid-19 Pandemic conditions requires - rescheduling and significant modification and adjustments of anticipated activities - defining various scenarios - developing supplementary strategies of mitigating the pandemic consequences Goals: To minimize risk of infection - citizens and direct participants To provide high quality and reliable data www.stat.gov.rs / stat@stat.gov.rs

Measures to mitigate the impact of Covid-19 Postonement of census date for 6 months - New census date: 30 September 2021 - Field data collection: 1-31 October 2021 New mode of data collection: Telephon interview - LFS and SILC experience in 2020 (households were willing to participate in face to face interview) www.stat.gov.rs / stat@stat.gov.rs

Measures to mitigate the impact of Covid-19 Selection and training of field staff (physical presence) - Selection includes testing computer skills and interview - Five-day trainings (2 scenarios: providing larger premises or more groups) - Increasing the number of trained enumerators and instructors, in order to ensure the smooth implementation of the overall action (reserve was increased from the anticipated 12.5% to 20%) - Creation of health protocols and new procedures for selection and training www.stat.gov.rs / stat@stat.gov.rs

Measures to mitigate the impact of Covid-19 Enumeration of vulnerable categories in institutional dwellings with higher expectancy of virus transmission - by the staff members - using web/paper questionnaires - engagement of additional 400 persons Engagement of additional staff in local self-government units for the implementation of epidemiological measures (selection, trainings, activities of census commisions) www.stat.gov.rs / stat@stat.gov.rs

Measures to mitigate the impact of Covid-19 Media campagn - Pandemic does not have a significant impact on the basic model of the campaign (which includes the use of both, online and offline communication channels) - Significant attention will be paid to informing public on the implementation of epidemiological measures ensuring the safety of respondents and all participants in the census Increasing the visibility of census activities and preserving the trust in official statistics www.stat.gov.rs / stat@stat.gov.rs

  9. Additional funds In order to implement all planned activities, it is necessary to provide additional funds that will be used: - to implement measures to minimize the risk of infection (procurement of protective equipment and disinfectants, non- contact thermometers, engagement of additional staff, etc.) - to cover additional costs resulting from the postponement of the fieldwork (renting the space for laptops storage, monthly local office costs and physical and technical security costs, etc.) www.stat.gov.rs / stat@stat.gov.rs

Conclusion In order to identify and assess all potential risks and timely adjust the planned activities, SORS will continue to - maintain constant communication with the relevant national authorities - overcome challenges posed by the ongoing pandemic through the examples of best practice and lessons learned The worst-case scenario postponement to 2022 www.stat.gov.rs / stat@stat.gov.rs
