COVID-19 PANDEMIC POSES THREATS TO THREE DECADES OF ECONOMIC IMPROVEMENTS: Federal policies of tribal self-determination through self-government have gradually allowed Indian Country economic development to take hold. TRIBES UNDERTAKE AND SEL-FUND a FULL ARRAY OF GOVERNMENT SERVICES: Tribes lack traditional tax base s enjoyed by state and local governments. Tribal enterprise revenues both gaming and non-gaming- are tribes tax base. Prior to the COVID-19 shutdown , tribe s gaming enterprises channel more than $12.5 billion per year to tribal government programs and services. COVID-19 has impacted the provision of government services, initiated layoffs, and increase debt accumulation.
