  6. OFFICIAL Changes from 24 February 2025 Public procurement is changing: On 24 February 2025, the rules that shape how public bodies buy goods and services will change. Procurements which began before 24 February 2025 will remain under the Public Contract Regulations 2015 . From 24 February 2025, all new public procurements will have to comply with the Procurement Act 2023. Further information: Procurement Act 2023 The first procurement from the legal aid agency which will be delivered under the new Act in spring 2025 will be: The Criminal Defence Direct contract. 6 Providing access to justice through working with others to achieve excellence in the delivery of legal aid OFFICIAL

OFFICIAL How the Procurement Act impacts on how we commission our services Three key changes: Suppliers will need to register with the central digital platform: This is an enhancement of the existing Find a Tender service. Introduction of a new Notices Regime Potential introduction of new procurement procedures: Such as Competitive Flexible Procedure . 8 Providing access to justice through working with others to achieve excellence in the delivery of legal aid OFFICIAL

OFFICIAL The central digital platform The Procurement Act 2023 legislates for provision of a central digital platform to facilitate the publishing of required notices and documents in accordance with the new regulations. The central digital platform will be an enhancement of the existing Find a Tender service. The new functionality will automatically come on-stream at 00:01 on 24 February 2025. The central digital platform does not replace the need to submit a bid under the LAA e- tendering system: Some basic data from the central digital platform will be pulled into the e-tendering system. 10 Providing access to justice through working with others to achieve excellence in the delivery of legal aid OFFICIAL

  11. Engaging with the central digital platform

  12. OFFICIAL Central digital platform: Your engagement Once live, you will need to register on the central digital platform with your organisation information to bid for a contract. Supplier Information: To complete registration, you will need: Name Address Companies House number (or equivalent, e.g. Charity number) VAT Number (if applicable) Relevant qualifications or trade assurances and whether the organisation is an SME, VCSE or public mutual. Financial information: Copies of your accounts from the most recent financial years (if you have them) 12 Providing access to justice through working with others to achieve excellence in the delivery of legal aid OFFICIAL

OFFICIAL Central digital platform: Your engagement continued Connected persons: Names Addresses Details on any connected persons to the business, for example, persons with significant control: These are individuals or organisations who have influence or control over the supplier. Exclusions: Details of any discretionary or mandatory exclusions for the supplier or connected persons as set out in schedules 6 and 7 of the Procurement Act 2023 Once this is completed it can be reviewed and re-used every time for each tender. Please note: Even if you are already registered on Find a Tender , you will need to re-register and provide the information outlined above. 13 Providing access to justice through working with others to achieve excellence in the delivery of legal aid OFFICIAL

  15. OFFICIAL Central digital platform It is your responsibility to keep your information accurate and up to date. The first person to register on the system for your firm will be responsible for the administration on the central digital platform for your firm going forward. Therefore, this needs to be kept up to date.
