IMPLEMENTATION OF THE DOHA PLAN OF ACTION UGANDA PRESENTED AT ISTANBUL, TURKEY
NATIONAL PLANNING FRAMEWROK FOR NATIONAL PLANNING FRAMEWROK FOR UGANDA UGANDA The Nat onal Plann ng process s gu ded by the Comprehensive National Development Planning Framework (CNDPF, 2007) and the National Development Planning Regulations (2018). National Development Plan prov des gu dance to the nat on n del ver ng the asp rat ons. This is in line with Uganda Vision 2040, EAC Vision 2050, Africa Agenda 2063 and the Sustainable Development Goals (SDGs). The NDP conta ns Reg onal and development outlook that ncludes other development frameworks such as Afr can Cont nental free trade area. The global and regional perspectives provide both opportunities and threats that inform strategic focus. Currently conclud ng mplementat on of the 3rdNDP 2020-2025 and develop ng the 4thNDP by end of 2024.
IMPLEMENTATION OF IMPLEMENTATION OF DPoA DPoA The 6 focus areas under DPoA are al gned to SDGs hence perfectly al gned to the Nat onal Development Plan. The Entry po nts nclude: Adoption of the programme based approach to plann ng and budget ng . Currently the NDP conta ns 18 development programmes. MDAs and Local Governments develop Programme Implementat on Act on Plans (PIAPS). Development of Inst tut onal strateg c development plans
Monitoring And Evaluaton System Monitoring And Evaluat on System Automated and integrated NDP M&E system: Government of Uganda developed an integrated Web based performance Monitoring system that will provide an interface with the Plann ng and Budget ng System (PBS) and payment system (IFMIS). Its operationalization entail strengthening MDA and LG MISs and capacity to generate NDP periodic progress reports. Full alignment of the plan, budget and NDP results and reporting framework. Th s helps n prov d ng diagnostic analys s and assessment on the performance or ach evements w th n the focus areas of the DPoA. Per od c reports on mplementat on of DPoA can be developed.
