  3. 1.0 INTRODUCTION The 2017 JPB/NCDP meetings held between 28th 30th November, 2017 at Minna, Niger State was attended by 968 participants drawn from Federal and State MDAs, Civil Society Organisations, Academia and the Media. The NCDP meeting was formally declared opened by the Deputy Governor of Niger State, Alhaji Ahmed Mohammed Ketso.aji Ahmed The theme of the event, Economic Recovery and Growth Plan: Roadmap to Inclusive Growth, Resilience and Competitive Economy focused on: i) Good Governance: A Panacea of Economic Growth and Development ; ii) Imperative of Nigeria s Economic Growth and Development in the Global Economy ; and iii) Investment Opportunities in Niger State . 2

  4. 2.0 2.0 KEY RESOLUTIONS OF THE KEY RESOLUTIONS OF THE 2017 JPB/NCDP MEETINGS 2017 JPB/NCDP MEETINGS At the end of the meetings, some resolutions were made. This includes: i) The need for urgent actions to be taken towards improvement of the state of the national economy through harmonization of fiscal and monetary policies as well as patronage of made-in Nigeria goods; ii) A globally competitive and resilient economy should be built by: leveraging on locally manufactured equipment; optimizing employment opportunities through labour intensive approach and promoting local content in the implementation of projects; infrastructural development on power, rail and roads; and a host of others iii) Action should be taken on social inclusion - job creation and Human Capital Development by domesticating the National Social Protection Policy to ensure ownership and sustainability through the creation of budget-line to complement F.G s efforts; increase investment in education sector to boost vocational and entrepreneurial skills as well as reviewing of higher educational institutions curriculum etc. iv) The critical success factors in the implementation of the ERGP should be pursued at the State and Federal levels; 3

KEY RESOLUTIONS OF THE KEY RESOLUTIONS OF THE 2017 JPB/NCDP MEETINGS (continued) 2017 JPB/NCDP MEETINGS (continued) v) The Economic Recovery and Growth Plan Policy of Government should be actualized towards a new Nigeria by instilling discipline and moral values at the family level; standardizing made in Nigeria products to meet minimum requirements in world market etc. vi) There was need to leverage on ICT for sustainable economic development which placed emphasis on the teaching of basic IT; establishment of platforms for building synergy among Stakeholders in order to stimulate innovation and creation of employment opportunities, etc; vii) Investment opportunities should be encouraged in Niger State through preparation of projects that could be show-cased to private sectors for investment through PPP arrangement and the provision of infrastructural amenities to support business activities. 4

  6. 3.0 IMPLEMENTATION OUTCOMES On the Economy, Government has already taken steps to implement policy i. measures to improve the economy - The economy has exited recession - Foreign Reserves is in excess of $46 billion - Inflation rate is declining - Real GDP rate is growing - We still have challenges with revenue generation at the National and Sub national levels ERGP implementation: One of the many initiatives we are rolling out to ensure the effective delivery of the ERGP is the Focus Labs. A pilot Lab was conducted from 13th March 20th April, 2018 in Abuja It involves close collaboration between Government Agencies, the private sector and civil societies; The Focus Lab also serves as a medium to break down silos and force key stakeholders to work together in an intensive environment with specific deliverables and timeline. The Ministry of Budget and National Planning had concluded capacity building for Federal MDAs on sensitisation and implementation of the ERGP. ii. 5

  7. 3.0 IMPLEMENTATION OUTCOMES iii. State GDP Computation to be fast tracked: NBS has conducted State GDP for 11 State. The results are ready To commence the 2nd Batch computation for 12 States and the FCT This is to be done working closely with the States iv. Development of States Plans: Some States have developed or reviewed their exiting Plans in line with the ERGP, while others are yet to do so. Detailed information on this is being gathered by MBNP v. Social Inclusion The Federal Government had continued with the implementation of the Social Investment Programme to boost job creation and improve human capital with an annual budgetary provision of N500 billion Measures are also being put in place to ensure the domestication of the National Social Protection Policy and ensure ownership and sustainability Increase Budgetary allocations to education and health sectors by the Federal Government 6

  8. 4.0 CONCLUSION In order to achieve the desired goals of the annual JPB/NCDP meetings, I wish to urge all stakeholders to make the implementation of resolutions /decisions a priority. 7
