Who is Not Eligible Employees in non-participating agencies Employees on leave without benefits Employees on suspension without benefits 3
SEAP began in 1980 as a drug and alcohol abuse program Today SEAP has a wide array of services SEAP is offered by commonwealth because personal problems can affect our employees performance 4
Employees can address their problems confidentially SEAP can be a partnership with employee, union and management to help the employee address those problems that affect the workplace SEAP also provides Critical Incident Stress Debriefing (CISD) after traumatic events 5
Impaired Employees Impaired means that problems start to negatively impact life 15% of population has emotional or mental health issue that could benefit from counseling 10% of population is impaired by alcohol; 90% of these are employed 8% of population is impaired by drugs 6
Impaired Employees Use 3.5 times more sick leave Use 5.5 times more medical benefits Are 5 times more likely to file a workers compensation claim Are only productive 75% of the time 7
Fitness for Duty Employees must come to work ready to perform job in a safe and competent manner and remain that way until end of shift Employees who are unfit for duty may be subject to removal from duty, discipline, and referral to SEAP 8
SEAP Program Structure Assessment and referral service provided by outside contractor OA-SEAP oversees and coordinates program and monitors contractor Current contractor is United Behavioral Health (UBH) Contractor maintains network of providers 9
SEAP Benefits Up to 3 free face-to-face assess and refer sessions with counselor No limit to number of times SEAP may be accessed for different issues Free telephonic financial consultation Free telephonic legal consultation Discounts if hiring attorney or mediator through SEAP network 10
SEAP Benefits Toll free number answered 24/7 by masters level clinicians Calls are always screened for crisis Call is confidential 11
Confidentiality SEAP will not: Provide any information without written consent Confirm whether an employee or family member has accessed SEAP (without written consent) Divulge any diagnosis or clinical information unless required by law 12
COCE Condition of Continued Employment (COCE) Only used in lieu of termination Requires employee to sign agreement and participate in SEAP Information shared by SEAP is limited to compliance with agreement 13
