  1. PDP IMPROVEMENT RECOMMENDATIONS Tim Hill, Administrator OES

  2. WHY IS THE PDP UNDER REVIEW? o 2018 was the last update . o Have a number of smaller, technical updates o Seeing some issues o Cost and schedule overruns o Late changes in scope or additions o Large amount of churn in our system o Trying to limit carry over the fiscal year 2 |

  3. HOW WAS THIS PDP REVIEW PERFORMED? o Small team (OES, Roadway, Real Estate) held individual mtgs with: o All production/project related CO Offices o All Districts (included all project related areas) o Met during Oct, Nov and Dec 2024 o Running list of minor changes o Reviewed by AD and CO DD s 3 |

  4. PDP RECOMMENDATIONS o Funding: o Use 100% state funds for ROW acquisition o Waiver approach- Real Estate o Hard stop at Feasibility Study- Not needed o Reconsider Safety funding process as it conflicts with the PDP OES and TED coordinating o Require locals to follow PDP for projects >$3 million Being considered further 4 |

PDP RECOMMENDATIONS o Scoping: o Development of a Scoping System o Include a smart PIP - tailored for specific project type/program o Provides scope based on what issues a typical program/project encounters o Connect to Ellis/SAFe for sharing data, milestones o Team to draft scope/cost estimate, explore other options, submit to management 5 |

PDP RECOMMENDATIONS o SAFe System: o Major updates are needed to the system o Better tie to scoping/Ellis for one stop shopping o Especially if developing a new Scoping system- the two systems would work together o Easier to update due to changed PDP path o Easier to update in general o Team to draft scope/cost estimate, explore other options, submit to management 6 |

  7. PDP RECOMMENDATIONS o Estimating: o Develop estimation system o Scoping o Feasibility Study or AER o State 2 o Stage 3 o Final Tracings o Common values, costs, etc. o Existing system may work- Estimating 7 |

  8. PDP RECOMMENDATIONS o Railroad Programmatic/Agreement: o Develop a Statewide programmatic approach with RR s o Districts are looking for o Flexibility o Upfront approval for specific actions o Consistent actions/response times o ORDC will lead a small team to look into this . 8 |

PDP RECOMMENDATIONS o Utilities: o Develop As-Builts for the ODOT s future use o Single point of contact for utilities (either District or consultant staff) o Consider an updated process for how and what is coordinated with utilities o Other programmatic approaches? o Division of Engineering will lead a team to develop these 9 |

  10. PDP RECOMMENDATIONS o Project Manager/Designer: o Develop PM check-list/guide (Used during the life of a project, but also required as a submittal at plan file) (OES submitting a STIC application for potential funding for this task) o Require each District to have a formal plan for training designers and stronger tie with construction- Under consideration o Hold annual PDP workshop- Spring 2026 10 |

PDP RECOMMENDATIONS o Staged Plan Plans: o Develop new Stage 1, 2 and 3 based on new CAD standards and new tech now available o Look at programmatic approaches to plan development for elements that are consistent from one design to another (templates for simple bridge span) o Division of Engineering will take the lead . 11 |

PDP RECOMMENDATIONS o Other Initiatives: o Office of TED and OES coordinating on program management reviews to id high risk projects and upcoming milestone dates o Construction, Roadway, Real Estate, Environmental reviews for major projects o Scoping, FS and AER o Major Project Team actions (still under design) o Review/Approval Matrix being developed 12 |
