Improvements in Governance at State level arising out of orders of Punjab State Information Commission
Compliance of Section -4 : Uploading information on the website at regular intervals. Govt. has now accorded sanction to conduct audit twice a year of every Public Authority. Responsible & senior officers have been appointed as PIO/APIOs FAA have now started passing speaking orders.
Total no. of Appeal/complaint cases : (upto August 2016) Appeal Cases : 20309 Complaint Cases: 34593 Large number of cases ( for Compensation and Penalty (upto August 2016) Amount Rs. 2,32,750 Penalty imposed on -- -- 335 cases Compensation awarded ---- 839 cases Amount - Rs. 3,96,600
No case is closed unless compliance report is ensured. Easy access to RTI via Video Conference facility in Eight districts. And arrangements are being made for the rest of the districts after the shifting of the office in new building.
Govt. has appointed regular PIOs/ APIOs so that RTI work should not suffer. Orders have been passed that posts of PIO/APIO should not be kept vacant. Workshops/seminars/meetings by all the Commissioners at various levels for due awareness of NGOs/citizens and PIOs/FAAs. MGSIPA is also holding workshops
Easy access of information of the Commission Updating it on website on regular basis. Uploading of Cause lists Uploading of interim as well as final orders To highlight the important decisions. Due coverage both in the print / audio visual. Regular Public Relation Officer posted for this purpose. RTI applications about the Commission are being attended to in expeditious manner.
With the orders of the Commission, the following documents are being made available to the information seekers like: Police files/Zimni Orders Answer Sheets ACRs It has helped to bring down the corruption Due to transparency and accountability with the Public Authorities.
Private bodies have been declared as Public Authorities in view of Thalappalam case verdict of Hon ble Supreme Court, as they have been handling public finances and public having faith in them, thinking as if they are Govt. authorities. The check on misuse of RTI Act On account of misconduct , one RTI Activist has been blacklisted. Barred as a Joint Applicant/appellant/ authorized representative. Transfer of appeals in the Commission being discouraged No intimidating of the benches. Superfluous/ transfer of RTI applications. Repeated applications of the same nature or applications/appeals asking for voluminous/vague information mainly authorities being discouraged. to harass the public
