The Commissioning Journey Strategise Phase o Workshops with partners and stakeholders o System-wide needs assessment o DSAP Review and Progress Report o New ACT Drug Strategy Action Plan draft Design Phase o Workshops with partners and stakeholders o System-wide needs assessment (to guide investment phase) o Service specification (to guide investment phase) o Outcome indicators and measures Invest Phase o Procurement is anticipated to take place with partners in April/May 2023 o Notification of outcomes by the end of July 2023, allowing contracting prior to current expiry in December 2023. 3

  4. Strategise Phase Recap Workshops from January March 2022 with community and health sector partners, service users and other key stakeholders. Purpose: to develop a shared understanding of the current and emerging needs to inform future service design. Helped us to understand barriers and enablers to AOD service provision in the ACT, including what services are provided, to whom, for what purposes. Workshop outcomes have also helped to inform: Needs assessment needs and gaps analyses, identifying eligible target groups, and identifying what data exists, and what data is needed. Commissioning priorities identifying priority areas of focus over commissioning cycles. 4

  6. Health Needs Assessment: Snapshot 6

  7. Needs Assessment Overview Draft Needs Assessment circulated on 6 October 2022. Intended to be a living document, to be revised annually, and open for comment and discussion. Aims of the Needs Assessment: Outline services currently provided; Understand population need; and Understand the degree to which existing services are meeting population need. Considers gaps, eligible target groups, and existing data, and what data is needed. Highlights priorities for the first round of ATOD commissioning, and potential priorities for future cycles. 7

  8. Service system access, navigation, pathways and peer workers High level of engagement with ATOD services in ACT compared to other jurisdictions. The ACT has the second highest rate of treatment after the Northern Territory. ATOD services in the ACT are delivered by a mix of government organisations and NGOs and are provided free or at low cost to clients. Perceptions about barriers to access have included: Under-resourcing of ATOD service sector Some clients experiencing long wait times Limited community awareness of services Challenges for ATOD services trying to establish collaboration with other areas of the ACT service system 8

Service system access, navigation, pathways and peer workers Peer workers can support clients navigate the healthcare system through advocacy, and linking them with both AOD and mental health services. Valuing peer support workers and people with lived experience is a key priority area proposed in draft DSAP 2022-26. Aiming to build capacity of the ATOD workforce through peer workers and identify further opportunities to utilise peer expertise. 9
