  1. MANDATORY TESTING & CERTIFICATION OF TELECOM EQUIPMENT (MT&CTE) CERTIFICATION MANDATORY FROM 1.10.18. PROCESSES TO BE IN PLACE BY 1.4.18. 1

  2. SALIENT FEATURES Certification mandatory from 1.10.2018, of ALL telecom equipment, prior to sale/ import/ use. Exemptions for R&D/ Demonstration/ sample for testing, personally accompanied on inward foreign travel, for personal use, for limited numbers Certification once for one model, applicable for any quantity, valid for 5 years. Test reports from Indian designated Labs of TEC or from accredited labs of MRA partner countries. ALL 2

SALIENT FEATURES Series/ Family: In case of chassis based equipments tested and certified for maximum configuration, model numbers of up to 10 models having BoM subset of certified model BoM shall be called Associated Models and shall be included in certificate. Equipments are tested and certified as they are manufactured/ imported, and not as they are used/ configured at site. 3

  4. SALIENT FEATURES Development of a web portal enabling end-to-end online processing. Essential Requirements are being prepared by TEC divisions covering EMI/ EMC, Safety, Technical requirements, Other requirements (SAR, IPV6 etc). Security requirements will be appended in ERs as and when these are received from DoT. Help desk to start functioning from the date of starting portal. 4

  5. MTCTE DOES NOT COVER Modules/ Spares/ Components/ SKD/ CKD. Test Instruments. R&D/ Personally accompanied products in defined limited quantity/ Hobby Assembling Passive Telecom Components e.g. Tower, Antenna, Waveguide, smart cards. Integrated systems and networks consisting of more than one telecom equipment. Power supply/ UPS/ Solar equipments/ Batteries/ 5

  6. PRESENTLY EXCLUDED FROM MTCTE IoT sensors* and inter-sectoral devices* with propriety communication interfaces only. Primarily non-telecom electrical and electronic products* with WiFi/ NFC/ BT etc. Set Top Box (presently under CRS) Multi-functional devices* with WiFi/ Ethernet ports primarily meant for trans-receiving images. Equipments with communication specifically covered by mandatory scheme of any other Government agency. * Provided these are connectable to Indian Telecom Network through gateway module 6

  7. DESIGNATION OF TESTING AGENCIES/LABS Simplified schemes for designation as Conformance Assessment Bodies/ Certification Bodies (CAB/ CB) released on 28/12/2017. Eligibility Criteria: Legal entity ISO-17025 accreditation Adequate knowledge, capital, resources Impartiality (Not connected to OEM etc) Designation Fee (1 to 2 lakhs) 7

ETA requirement for radio equipments shall be submitted through MTCTE portal. Products within purview of WPC but outside MTCTE shall be handled by WPC separately (e.g. WiFi modules, Amateur Radio) Formation of NABT on cards. Industry feedback requested. 11

Selects New Application Or Resume Application Or Certificate Modification The applicant selects a product e.g. Router Applicant selects a product variant e.g. MPLS Router The applicant selects various interfaces e.g. (i) STM-1 Electrical, (ii) STM-1 Optical, (iii) Ethernet 19

  20. APPLICATION PROCESS FLOW2 Applicant edits, confirms his entry, and presses NEXT . The applicable ER number (e.g. TEC 011 083), Certification Scheme (SCS or GCS), and applicable fee (admin fee or modn fee) etc. are displayed. The break-up of ER is also displayed detailing individual test parameters under EMI/ EMC requirement, Safety, Technical Requirement, and Security Requirement The applicant proceeds to pay fees. He is transferred to Bharatkosh portal where he pays fees online, and returns to MTCTE portal. 20

  21. APPLICATION PROCESS FLOW3 There is option against each parameter to indicate whether Test report Available or Testing Required Are Test reports Available? Applicant is shown list of Labs having test facility of that parameter. He selects Lab of his choice. Information goes to selected lab. Applicant contacts selected lab to submit his sample for testing No Yes Report available 21
