  1. NAO Estonia review: Recycling of bio-waste (as a part of municipal waste) Has the recycling of bio-waste improved, and what are the main obstacles to the recycling? Viire Viss Senior Auditor EUROSAI WGEA Spring Seminar 26-27 April 2021 viire.viss@riigikontroll.ee

  2. The problem: municipal waste recycling is very low The objective for recycling by 2020 50% Recycling of municipal waste in Estonia 2019 31% Moreover, objectives by 2025 55%, 2035 65% Municipal waste generation and recycling Estonia (2011-2019, t) 600,000 500,000 400,000 300,000 200,000 100,000 0 2011 2012 2013 2014 2015 2016 2017 2018 2019 recycling generation

  3. But why did we audit biowaste? Generation of waste

  4. Treatment of waste 11%

  5. Main results Existing and proposed facilities for the recycling of bio-waste are not sufficient to recycle all the bio-waste generated (especially food waste). Demand for bio-waste products has not been stimulated, and the value of recycling the bio-waste has not been acknowledged. The Ministry of the Environment has not been able to motivate municipalities to collect bio-waste separately and recycle it. Innovative solutions for recycling of bio-waste have difficulty accessing the market The waste management plan is outdated and no fundamental changes are forseen before 2023

  6. Recommendations for SAIs Focus on problematic waste streams Keep in mind the waste hierarchy Keep in mind the whole life-cycle or the chain of the waste Communicate with experts, waste management organisations There are plenty of reports/research available EEA,2020. Bio-waste in Europe turning challenges into opportunities Trinomics, 2020. Emerging Challenges of Waste Management in Europe. Limits of Recycling.
