COUNTRY OVERVIEW In 2021 Birth Registration was estimated to be: 70 % complete within 1 year of birth 75% of the total population is estimated to have had their birth registered Death Registration is estimated to be: 30% complete within 1 year of death Cause of death (from a medical certificate) is provided for 90 % of all deaths
E-registry and digitisation What IT system do you currently use? Database System which was build on the node javascript programming platform. The database use is MongoDB Where is your data stored (centrally or local offices) Stored locally on the Office Network.
E-registry and digitisation How records are stored? Records are stored electronically and on Registry books as well Is data backed up/ protected off site/ local duplicate of the hard drive, copies of paper records? Data are manually back-up to an external drive on weekly basis
E-registry and digitisation Do you have plans to upgrade or change your IT system? Phase 2 of our database system is to extend our database to be accessible by outer islands. Is the current system linked to identity management (eg national ID), health sector, or other government IT systems No
CRVS activities implemented during the last 3 years Amendment of the BDM laws Community consultation on the proposed amendment Bill done on all islands of Tuvalu.
Current challenges No-compulsory registration policy BDM s don t get registered automatically or as a compulsory requirement. This means that BDM s are only registered when there is a need for a BC, DC or MC. This affects the accuracy of timely registration for the purpose of data gathering and ensuring complete registrations.
Current challenges Difficulty with outer island registration returns. Registrar s on the outer islands shoulder registration as added work from their day to day responsibilities which results in prioritizing other work. We often have to follow up with them to send their returns to the Capital. On many occasions, the RO travels to outer islands to digitally scan records. Delay on boats due to bad weather, and poor internet connectivity in the outer islands could results in the late registration To extend the database system to be able to access by Island Registrar.
