BACKGROUND MMU first presented and discussed regulation mileage issues during the August 2018 MWG MMU included this in their 2019 Annual State of the Market (ASOM) Report. Currently ranked number 12 in the Strategic Market Roadmap with a Medium priority 2
REVIEW OF REGULATION MILEAGE COMPENSATION SPP implemented market changes in March 2015 to comply with FERC Order 755 Changes were intended to compensate Resources for clearing and deployment of Regulation Reserves Goal was to include as much of the compensation for clearing and deploying as possible in the DAMKT and RTBM Any excess or unused mileage after the interval would be included in settlements 3
OVERVIEW OF REGULATION COMPENSATION DESIGN Market Participants submit a two part Regulation offer Regulation-Up/Regulation-Down Offer Regulation-Up/Regulation-Down Mileage Offer SPP calculates a Regulation service offer Regulation-Up Offer * (Regulation-Up Mileage Offer * Mileage Factor) Regulation-Down Offer * (Regulation-Down Mileage Offer * Mileage Factor) The hourly Mileage Factor is calculated by SPP monthly for both Regulation Up and Regulation Down Calculated by averaging all like hours 5 minute Instructed Mileage divided by Regulation cleared in that 5 minutes 4
OVERVIEW OF REGULATION COMPENSATION DESIGN DAMKT and RTBM clears Regulation capacity based on the service offer, which means a portion of the mileage compensation is included in the DAMKT and RTBM service MCP. In addition to a service MCP, SPP sets the mileage MCP equal to the highest mileage offer for the Resources clearing Regulation for the interval. This mileage MCP is used in settlements to determine the unused and excess mileage amount. 5
OVERVIEW OF REGULATION COMPENSATION DESIGN Unused and excess amount are calculated by multiplying the unused or excess quantity by the mileage MCP. The excess and unused quantity is calculated by: Observing the Resource movement in response to Regulation deployments Comparing that movement to the expected movement which is equal to the Regulation cleared times the mileage factor. If the Resource moved more than the expected due to Regulation deployments then that is excess and they are compensated for that excess quantity If the Resource moved less than the expected due to Regulation deployments then that is unused and they have a claw back for that unused quantity 6
INEFFICIENCY OF CURRENT REGULATION MILEAGE COMPENSATION Currently, SPP is observing large unused and excess amounts This is an indication that the projected compensation in the DAMKT and RTBM is not as efficient as it could be Possible enhancements to improve the efficiency Change the mileage factor calculation to use actual mileage instead of instructed mileage Change the way the mileage MCP is set from the highest offer for cleared Resources to a type of marginal offer 7
