Fiscal Year 2023 Indian Housing Block Grant Competitive Program Training Post Rating Factors
Review and Selection Process Assessing Applicant Risk Experience Promoting Racial Equality Past Performance
Past Performance HUD will consider an applicant's past performance in managing funds: Ability to account for funds in compliance with applicable reporting and recordkeeping requirements Timely use of funds received from HUD Timely submission and quality of reports submitted to HUD Meeting program requirements Meeting performance targets established in grant agreement Organizational capacity (staffing structures and capabilities) Timely completion of activities and receipt and expenditure of any leveraged funds The number of persons served or targeted for assistance Scores may be reduced based on past performance under Rating Factor 1 Capacity of the Applicant
Assessing Applicant Risk HUD may use a risk-based approach and may consider: Financial stability Quality of management systems and ability to meet standards History of performance: record in managing Federal awards Reports and findings from audits (Subpart F- Audit Requirements) Ability to implement statutory, regulatory, or other requirements
Application Screening & Acceptance Applications will be screened if they are: 1. Received or submitted in accordance with the requirements of this NOFO. 2. The applicant is eligible to submit an application. 3. The proposed project is eligible. 4. The application contains all non-curable required submissions
Rating HUD will rate all eligible applications that meet the threshold requirements in Rating Factors 1-4 and assign a rating score Maximum points = 100 If the applicant scores 75, they may also receive up to 4 Preference Points for a total possible of 104
Ranked Order HUD will place eligible applicants that meet the minimum rating in ranked order Those scoring 75 or more points will be considered up to the amount of funding requested A lesser amount may be considered if sufficient funds are not available If not enough funds are available to fully fund a proposed project, HUD may work with the applicant to revise the budget and workplan If this is not successful, the award will not be made, and HUD may offer an award to another applicant according to their rank HUD may also offer funding to additional applicants if more funds become available
Tiebreakers HUD will use the following factors to resolve the tie: Approve projects that can be fully funded verses projects that cannot be fully funded Approve projects for applicants that score the highest number of points for Subfactor 3.1-IHBG Competitive Priorities Approve projects for applicants that score the highest cumulative points for Rating Factor 1-Capacity of the Applicant and Rating Factor 2-Need/Extent of the Problem Approve projects for applicants (or their formula recipients) that have the lowest percentage of undisbursed cumulative IHBG formula amounts in LOCCS as compared to amounts received for the 2020-2022 Federal fiscal years, based on Subfactor 1.2 Progress of IHBG Formula Grant
Tiebreakers Approve projects for applicants that have the lowest Per Capita Income amount according to the Tribal Area PCI Resource List Approve projects for applicants that score highest for Subfactor 3.4 - Budget A random lottery will be used to determine order of funding if other tiebreakers do not resolve the tie
IHBG Competitive Grant Progress and Performance Failure to make significant progress by September 30, 2026 Evidence by failure to meet planned activities described in IHBG Competitive workplan. Substantial noncompliance under 24 CFR 1000.534 HUD will review each circumstance on a case-by-case basis to determine substantial noncompliance
Additional IHBG Competitive Funds If additional funds become available, HUD may: Award funding to additional applicants based on score from competition Use additional funds to provide additional funding to an applicant awarded less than the original amount Fund additional applicants eligible to receive award but for which no funds were available from FY 2023 appropriations; and Award funding to applicants that meet funding error category in Section VI.A.3 of this NOFO
Curable Deficiencies If there are curable deficiencies identified in successful applications, applicants must satisfactory address these before HUD can make a grant award
Pre-Award Requirements Successful applicants may have to provide supporting documentation concerning management, maintenance, operation or financial of projects before grant agreement execution Additional information regarding implementation of project Information to verify commitment of resources to complete project Notification to applicant by email, return receipt requested 14 calendar days from receipt date of HUD notification for response No extensions will be provided No response or insufficient response results in the requirement not being met and the grant offer will be withdrawn If the application must be re-rated or re-ranked and the score falls below 75, HUD will not fund the application
Agency Errors Judgements made with provisions of this NOFO and all program statutory and regulatory requirements are not subject to claim of error No appeal process Applicant may bring arithmetic error in application scoring to the attention of HUD within 30 days Applicant will be provided 14 calendar days to respond
Experience Promoting Racial Equity HUD will consider the extent to which the application demonstrates that the applicant has the experience and the resources to effectively address the needs of underserved communities. Due to the unique nature of the IHBG program, applicants are Tribes and TDHEs that serve and use their resources exclusively for the needs of an underserved community as defined by the NOFO, Native Americans. HUD ONAP will consider that to address this requirement.
Advancing Racial Equity Optional Submission: If an applicant believes there are potential barriers to Black and Brown people and communities equitably benefiting from proposed grant activities, they should submit the Advancing Racial Equity narrative with their application package. Applicants can refer to Section III.F., page 21 of the NOFO for information on the Executive Order 13985 which describes the federal fair housing and civil rights laws regarding Advancing Racial Equity. Instructions on how to submit narratives for all projects can be found in Section IV.B.2., page 24 of the NOFO.
Anticipated Award Dates Approximately 4 to 6 months after the application due date
Award Administration Information Award Notices HUD will notify successful applicants of their selection for funding HUD will notify applicants whose applications were received by the deadline date but not chosen for award Notifications sent by email to person listed as Authorized Official Representative (AOR) in Item 21 of the SF-424
Final Grant After HUD has made selections, HUD will finalize specific terms of the award and budget in consultation with the selected applicant If HUD and the selected applicant do not finalize in a timely manner, or applicant fails to provide requested information, an award will not be made to the applicant HUD may select another applicant HUD may also impose specific conditions on the award (2 CFR 200.208)
Adjustments to Funding HUD reserves the right to fund less than the amount requested in an application HUD may fund no portion of application that: Is not eligible for funding Fails to meet requirements of NOFO Duplicates other federally funded awards or activities funded in a prior year
Adjustments to Funding (continued) HUD may adjust the funding for an application to ensure funding diversity, geographic diversity, and alignment with HUD administrative priorities If an applicant turns down an award offer or if terms and conditions are not finalized in a timely manner, award offer may be withdrawn and offered to another eligible application If funds remain, funds may be made available within the current FY for other program competitions or held for future competitions or be used otherwise
Adjustments to Funding (continued) Any additional funds may provide additional funding to an applicant awarded less than the requested amount of funds to make the full award, and/or To fund additional eligible applicants for which no funds were available
Funding Errors If HUD commits error that when corrected would cause selection of an applicant for funding, HUD will select that applicant based on availability of funds The HUD Reform Act prohibits HUD from notifying applicants of grant awards before the announcement of all successful award recipients
Funding Errors (continued) ONAP will send applicant an award letter and grant agreement to sign and return. Applicant must establish an account in LOCCS to draw down funds to complete project/activities. Grantees will be encouraged to participate in an award Implementation training conducted by ONAP. Environmental review: All required notifications, and approval of the Request for Release of Funds and Certification when applicable under 24 CFR part 58 or HUD's approval of the project or activity under 24 CFR part 50, must be completed before a recipient may commit HUD or non-HUD funds.

Lead-Based Paint For purchase, lease, support services, operation, or work that may disturb painted surfaces of pre-1978 housing, you must comply with requirements at 24 CFR part 35 and 40 CFR 745. Inform clients of their rights under 24 CFR part 35, subpart A
Annual Federal Financial Reports Will submit a Federal Financial Report (SF-425) to the Area ONAP within 90 days after the end of your program year All funds must be received and used during the period of performance A final SF-425 must be submitted 90 days after the end of the period or performance on the grant agreement
Annual Performance Reports (APRs) Submit to HUD within 90 days after end of the program year Use Form HUD-53248 or HUD-52737 Pertain only to IHBG Competitive grant activities Submit separate from traditional IHBG Formula APR
Debriefing Beginning 30 days after public announcement of awards Period of at least 120 days HUD will provide debriefing upon request from applicant Request for debriefing must be made to the Point of Contact in writing or by email by the Authorized Official whose signature appears on SF-424, or by his or her successor
Debriefing Information provided during the debriefing may include : Final score for each rating factor Final evaluator comments from each rating factor Final assessment of application based on funding approved or denied
