Innovation Norway is Fund Operator for 3 grant programmes for Romania 1. RO-Innovation - SMEs Growth Romania - (Business Development, Innovation andSMEs); 2. RO-Energy - (Renewable Energy, Energy Efficiency, Energy Security); 3. Decent Work and Tripartite Dialogue;
InnovationNorway as Fund Operator - Overall responsible towards the donors - Responsible for implementation of the programmes - from A to Z: - Detailed programme development - Prepare calls and criterias for selection etc. - Assessment of applications and decision making - Project Contract with Romanian entities - Monitoring (interim reports, payment claims, on-the-spot visits to projects etc.) - Disbursement directly from Oslo to grant recipient in Romania - Information/publicity, reporting results etc.
RO-Innovation- SMEs Growth Romania - Objective: Increased value creation and sustainable growth - Budget: EUR45 mill. - Eligible applicants: private sector enterprises in Romania, SMEs priority, NGO s with economic activities; - Three focus areas: Green Industry Innovation, ICT and Blue Growth - First call planned May 2018.
Focus area: Green Industry Innovation Eligible activities: Financial support to Romanian enterprises to develop, use or commercialise; - - - - innovative green technologies; sustainable business development; greening of existing businesses; development of innovative products and services
Focus areas ICT and Blue Growth eligible activities Financial support to Romanian enterprises to develop, apply or commercialise: - ICT Information and Communication Technology - product, process or service development using ICT component; - development of ICT products or services for digitalisation for all economic sectors (games, apps most probably excluded). - Blue Growth marin, maritime, coastal tourism - development of innovative technologies, processes, solutions, products or services based on blue resources from the Black Sea, inland waters or rivers and coastal areas. (Grants for investment in marin/aqua culture/fishing sector excluded.)
RO-Energy - Objective: Less carbon intensive energy and increased security of supply - Budget: EUR62.8 mill. - Eligible applicants: private and public sector - Six suggested focus areas Current status: concept note phase (not yet approved by donors); 1st Tentative: call planned to be launched in June/July 2018
RO-Energy -Suggested focus areas Increased Renewable Energy production capacity - Hydropower, geothermal, biomass/biogas, solar, wind etc. Increased Energy Efficiency and reduced emissions all economic sectors - i.e. buildings, transport, production process etc. R&D within the energy sector - Increased cooperation between research institutions and enterprises - Industrial and experimental research, TRL 4-9 Electrification of 10,000 hourseholds without access to electricity - Off-grid solutions Awarenessraising about benefits of renewable energy and energy efficiency

Bilateral Relations Fund on programme level Eligible applicants and partners: - Norway Grants = entities from Norway and Romania - (EEA Grants = also entities from Iceland and Liechtenstein); Travel Support EUR 1,200 per entity Romania/Norway, - Call ongoing for RO-Energy - Call for SMEs Growth Romania temporary closed (until programmelaunch); Objective: - To searh for and meet potential partners for joint project preparations.
