Smart health is tools and services which use technology to efficiently provide healthcare services. The goal of Finland s smart health system is to provide better healthcare at a more reasonable cost. The benefits of smart health solutions are to care for patients more efficiently and to prevent illnesses more frequently, giving a better quality of life. It also provides highly skilled jobs, boosting the economy. Finland is a global pioneer in smart health. Finland has an efficient healthcare system and invests in new solutions that solve current and future healthcare needs. Finnish strengths are diverse, ranging from hardware to software and new business models. A unique Finnish strength is how it safely uses patient data. It has developed an innovative system to meet strict data protection requirements while allowing data to be used for research, statistics and healthcare development. This system has attracted worldwide attention. The Finnish healthcare system is not isolated; it is international. Healthcare institutions and companies are eager to work with international partners to jointly develop new smart health solutions. How to portray Finland? The problem is providing good quality health care to more people as the proportion of tax-paying workers decreases. Smart health is the solution. One definition from the European Commission says smart health refers to tools and services that use information and communication technologies to improve prevention, diagnosis, treatment, monitoring and management of health-related issues and to monitor and manage lifestyle-habits that impact their health. The benefits of smart health solutions are to cure afflictions more effectively, to care for patients more efficiently and to prevent illnesses more frequently. An added benefit of smart health solutions is that it typically generates highly skilled jobs. One of the biggest strengths of the Finnish healthcare system is its forward-looking nature. Both public and private organizations invest in new ideas to meet current and future needs. Finland is a global pioneer in smart health. Finland has an extremely efficient healthcare system and invests in new solutions that solve current and future healthcare needs. Finnish strengths are diverse, ranging from AI and sensors to mobile communications and new business models. A unique Finnish strength is how it safely uses patient data. However, the population is aging and the proportion of workers is falling, putting stress on budgets. In much of the world the population is also moving from rural to urban environments. While it may be more efficient to provide healthcare in densely populated areas, this also creates a problem how to properly serve rural communities. Smart health is the solution. It can provide better healthcare to more people at a more reasonable cost. One definition from the European Commission says smart health refers to tools and services that use information and communication technologies to improve prevention, diagnosis, treatment, monitoring and management of health-related issues and to monitor and manage lifestyle-habits that impact their health. The benefits of smart health solutions are to cure afflictions more effectively, to care for patients more efficiently and to prevent illnesses more frequently. An added benefit of smart health solutions is that it typically generates highly skilled jobs. Healthcare technology has advanced faster than legal and ethical questions have been resolved.   6. Background 2/2 Finland has proactively addressed these legal and ethical issues to spur responsible development. The Biobank law enables a faster drug discovery and clinical trails by granting access to data and specimens. The Act on the Secondary Use of Health and Social Data grants improved access to data while protecting patients personal information. Findata is the national one stop shop for health and social data. It is a single point of contact as a data permit authority and service operator. FinBioBank connects all six university hospital biobanks and two national biobanks. It is available for public and corporate R&D if the application receives ethical approval. All medical records in Finland are in electronic format and digitally accessible, providing real-world data that allows ideas to be turned into concrete solutions. The Finnish government fully supports the development of the smart health sector, providing funds, favorable rules, advice and encouragement. The Finnish government is investing in centers of excellence, including cancer treatment, drug development, neuroscience and genome research. Finnish testbeds allow healthtech companies and institutions to develop their solutions in authentic hospital environments. Finland has a corporate tax rate of only 20%, one of the lowest rates in Europe. Major global healthcare companies have chosen to work in Finland, including Bayer, Santen, Perkin Elmer, GE Healthcare, Philips Healthcare and Thermo Fischer Scientific. For example, Bayer has an R&D and manufacturing unit in Turku. GE Healthcare uses Finland as their base for wearable technology development and have developed a connected health ecosystem. 12/22/2020 6

  7. Facts and stats The Health Care Index 2020 ranks the Finnish healthcare system as 10th best in the world. Finland spends 9.2% of GDP on health expenditures, slightly more than the OECD average of 8.8%, according to the OECD. Good results with modest investments means Finland s system is cost-effective. Finland is the most prepared European country for the digital, personalised future of health, according to the European Personalised Healthcare Index 2020. There are 400 health technology companies in Finland. They employ 10,000 professionals and have a revenue of 3 billion euros, according to Business Finland. Finland has 100 pharmaceutical companies which employ 5,400 people and have a revenue of 2.5 billion euros, according to Business Finland. The healthcare and welfare service sector in Finland includes 19,000 companies, 67,000 workers and 5.5 billion euros in revenue, according to Business Finland. There are 260 health IT companies based in Finland, according to Business Finland. They have a combined revenue of 5 billion euros. Finland has the #1 availability of scientists, engineers and latest technologies, according to the World Economic Forum s global competitiveness report (2017- 2020). Finns are very satisfied with their healthcare system. Surveys from the European Commission and Alma Media over the past two decades have found satisfaction rates around 80-90%. The EU average is about 71%. Approximately 99% of Finns say they would take part in medical research, according to Business Finland. 12/22/2020 7

  20. Country branding and Team Finland work: why do we need common messages? Country branding is advocacy, communications and marketing that aims to influence target groups knowledge, opinions and eventually decisions through owned and earned media, events and meetings, among other means. Country branding is carried out by everybody who speaks about, writes about or documents Finland. Country image work is part of the normal work of our all Finnish actors abroad when they have meetings, are present in the media, give speeches, etc. It is not just about individual functions or events. It is extremely important that all relevant actors prioritize themes together and deliver the same main messages highlighting Finland's strengths. Sufficient cultural sensitivity is needed, always adapt Finland s strengths to each cultural area and current discussion. Finland s country image work is led by the Finland Promotion Board (FPB).
