Portfolio Biannual Report Members Briefing Cllr Martin Wrigley - Executive Member for Homes, Communities & Cost of Living Crisis 02.02.2023
Portfolio main areas Housing Enabling team - Teignbridge 100 Private sector team - Grants (Heating, enabling facilities (DFG), rental standards), inspections Housing team Devon Home Choice, rough sleepers Cost of Living Crisis Refugees Councillors IT Community Safety Customer Service
Teignbridge 100 rolling delivery of 100 homes 21 properties delivered Include 5 temporary accommodation spaces in Dawlish Includes 5 properties for rough sleepers getting back into accommodation Includes 4 properties in Chudleigh purchased using local S106 funds And 7 purpose built homes in Newton Abbot TDC is now a stockholding council, the homes are managed for TDC under a contract Funds approved to progress 25 new homes on TDC land progressing to a planning application Also working with partners for another dozen homes Rural schemes in Widecombe in the Moor, Christow and Kenn
Housing Reduced number of empty homes down to 292 130 homes assisted on Warm Homes energy grants and installations, including park homes (22), Air source heat pumps (41), space heaters and insulation (13) LADS2 and 3 working through Devon County Council (LADS Local Authority Delivery Scheme)
Homelessness and prevention 3 people currently sleeping rough Severe Weather Emergency Programme operated during the very cold and stormy weather. This brings all those willing into accommodation. Homeless applications are on par with this time of year historically but more placements and longer time in temporary accommodation due to lack of affordable private rented and limited social tenancy options. Housing waiting list has been at around 1,000 for a long while, peaked at around 1,250 in autumn. Reduced in December Awaiting January numbers
Cost of Living Crisis Household Support Grant round 3 opened this week. Focussed on those not previously received help. Last rounds exhausted within weeks Round 4 announced for April 23 TDC Cost of living dashboard Brings together monitoring of many factors in the district, from fuel poverty to housing needs and many economic indicators Continuing work with CVS to co-ordinate and network voluntary sector organisations in their response to the Cost of Living Crisis Latest meeting this week showed all organisations with significantly rising demand for help on debt, fuel and food issues CVS leaflet and website on Money issues and sources of help
Refugees 156 homes inspected by housing team for Ukrainian guests 20 Guest families helped into other accommodation Some to private rental, some to other hosts, some returned to Ukraine. Approaching one year since the start of the war in Ukraine Future plans awaiting Government plans
Councillors IT Successes in the last 6 months progressing the rollout of Microsoft 365 to members and one member returning their iPad as a result Current challenges working with Strata to determine the best solution for the access of the full suite of 365 to members. it is anticipated that Microsoft 365 will be rolled out to new and returning members after the May election. need to revive the Councillor users group to facilitate that roll out and use of M365 some members accessing the Councillors Community Fund sign off for applications Democratic Services and Strata working with members Number of councillors on Microsoft 365 - 14 out of 47.
