2019-20 Four complimentary admissions to GAs in all sports In football, to permit a graduate assistant coach to receive four complimentary tickets to all the institution's intercollegiate athletics events. Effective immediately Adopted
2019-27 Unlimited calls surrounding the initial NLI signing date In football, to specify that institutional coaching staff members may make unlimited telephone calls to a prospective student-athlete starting the Sunday before until 48 hours after 7 a.m on the initial signing date of the National Letter of Intent. Previously, the Sunday before the initial date for the signing period of the National Letter of Intent is a one-day quiet period Effective August 1, 2020 Adopted
2019-31 Evaluations at multi-day events To specify that evaluation of multiple contests in a multiple-day event that occurs on consecutive days shall count as a single evaluation; further, to specify that evaluation of multiple contests in a single tier of a multiple-day event shall count as a single observation. This affects the amount of opportunities to view a PSA, not the amount of evaluation days Effective Immediately Adopted
2019-32 Eliminating athletics component from PSA employment legislation To specify that an institution may employ a prospective student-athlete prior to completion of the senior year in high school, provided the employment is arranged through normal institutional employment procedures and without the intervention of a sport-specific staff member. Previously, there were different standards for employment before the PSA s senior year based on their status as an athletics award winner Effective Immediately Adopted
2019-33 Personalized video/audio material To specify that after a prospective student-athlete has signed a National Letter of Intent or institutional financial aid agreement, or has been officially accepted for enrollment, an institution may provide, via electronic correspondence or digital media storage device, video/audio material personalized to include a prospective student-athlete's name, picture or likeness. 2019-35 First opportunity to visit for nontraditional academic calendar PSAs In baseball, lacrosse and softball, to specify that a prospective student-athlete who attends an educational institution that uses a nontraditional academic calendar (e.g., Southern Hemisphere) may not be provided an official or unofficial visit earlier than the opening day of classes of his or her junior year in high school; Effective Immediately Adopted
2019-36 Start date for counting official visit limitations In football, to specify that the annual basis in which an institution may provide official visits shall be April 1 through March 31. Previously, this was defined as August 1 through July 31 which spanned two recruiting classes. Effective Immediately Adopted
2019-39 Eliminating requirement to count an official visit during an admitted student s trip To specify that during a visit to campus for reasons unrelated to athletics recruitment and for which expenses are provided by a department other than athletics, an institution may arrange a meeting between a prospective student-athlete who is admitted to the institution and the institution's coaching staff without such an arrangement constituting an official visit. Athletics cannot help arrange for the PSA to come to campus Effective Immediately Adopted
2019-58 WBB March contact period In women's basketball, to specify that: The March contact period shall be March 1 through the Wednesday prior to the NCAA Division I Women's Basketball Championship game; The dead period surrounding the NCAA Division I Women's Basketball Championship game shall start the Thursday prior to the game; and Contacts with a high school junior may occur during the March contact period. This proposal would eliminate the conflict and prevent coaches from having to choose between recruiting and attending the opening day of the WBCA Convention. Effective Immediately Adopted
2019-66 Adding final tryouts for international competition to the list of PTD waivers To specify that the international competition waiver of the progress-toward-degree rule shall apply during an academic year in which a student is not enrolled for a term or terms or is unable to complete a term as a full- time student as a result of participation in final tryouts and the officially recognized training programs that directly qualify participants for tryouts for the Pan American Games, Olympic Games, World Championships, World Cup, FIFA U-20 World Cup, World University Games (Universiade) or World University Championships. Effective Immediately Adopted
2019-70 Expanding summer aid opportunities To specify that after initial full-time enrollment during a regular academic year, a student-athlete may receive athletically related financial aid to attend the certifying institution's summer term or summer school if: the student-athlete received athletically related aid from the certifying institution during any previous academic year at that institution; or, the student-athlete has been awarded athletically related financial aid for the following academic year Effective Immediately Adopted
2019-72 Financial aid for mid-year replacements In cross country, field hockey, soccer, track and field and men s water polo, to specify that: the financial aid of a counter who graduates at midyear or who graduates during the previous academic year (including summer) and has exhausted eligibility but remains enrolled at the institution may be provided to another student-athlete without making the second student-athlete a counter; the aid provided to the second student-athlete does not count toward the team's maximum equivalency limits for the remainder of the academic year. Effective Immediately Adopted
2019-96 Contact with PSAs involved in practice or competition for the NBPA Top 100 camp and USA Basketball Junior National Team In men s basketball, to specify that all communication with a PSA s coach or an IAWP, directly or indirectly, is prohibited during the time period in which the prospect is participating in the NBPA Top 100 Camp or the USA Basketball Junior National Team Minicamp; and to permit communication with a PSA s family member during the time period in which the prospect is participating the NBPA Top 100 Camp or the USA Basketball Junior National Team Minicamp. Effective immediately Adopted
2019-97 Evaluations during June at events conducted by associations that are not members of the NFHS In men's basketball, for the June evaluation periods, to permit the NCAA to approve scholastic events conducted by scholastic associations that are not members of the NFHS; and scholastic associations that are not members of the NHFS to organize and conduct scholastic events. Previously, scholastic events that were conducted by entities that are not members of the NFHS were prohibited. This impacted private school athletics associations and limited the opportunities for PSAs to be evaluated. Effective immediately Adopted
2019-98 June Scholastic Evaluation Period In men's basketball, to specify that the June scholastic evaluation periods begin at noon on Friday and end at 6 p.m. on Sunday. Previously, the period started at 6 p.m. and ended at 4 p.m. Effective immediately Adopted
2019-101 Adding Olympics benefits opportunities to Paralympic athletes To specify that legislation applicable to the Olympic Games and Olympic teams and athletes shall apply to the Paralympic Games and Paralympic teams and athletes; further, to specify that legislation applicable to the Pan American Games shall apply to the Parapan American Games. Effective immediately Adopted

2019-107 Developmental expenses for elite athletes To specify that an individual who has been designated by the U.S. Olympic and Paralympic Committee and the sport-affiliated national governing body (or the international equivalent) as an elite athlete may receive developmental training expenses from those organizations related to sport experts other than coaches, training partners and travel for parents or guardians, coaches and sport experts. Effective immediately Adopted
2019-110 Timing of official visits In men's basketball, to specify that official visits for high school juniors shall occur from August 1 through July 31 of the junior year and official visits for high school seniors shall occur from August 1 of the senior year through October 14 after the senior year. Previously, the legislation was variable per each student- athlete. The adopted legislation establishes specific dates that apply to all PSAs. Effective immediately Adopted
2019-111 Athletics department staff members employment at the NCAA College Basketball Academy To specify that the NCAA may use a recruiting or scouting service in conjunction with the NCAA College Basketball Academy; further, to specify that such use does not prohibit the employment of athletics department staff at the event. This legislation permits the NCAA to use a recruiting or scouting service to identify a larger pool of candidates for the NCAA College Basketball Academy. Effective immediately Adopted
2019-112 Noncoaching staff member employment at the NCAA College Basketball Academy To specify that a noncoaching staff member with basketball specific responsibilities from the host institution and conference office personnel with basketball specific responsibilities may be employed in administrative roles associated with hosting the NCAA College Basketball Academy. Current legislation precludes basketball staff members from being employed at noninstitutional camps and clinics. The proposal would not permit these staff members to engage in recruiting activities. Effective immediately Adopted
2019-113 July quiet and August dead periods In men's basketball, to specify that the Monday after the conclusion of the NCAA College Basketball Academy through July 31 shall be a quiet period; further, to specify that August 6-15 shall be a dead period. Effective immediately Adopted
2019-115 Two-year college transfers using quantitative reasoning for the math requirement To expand the transferable math credit core-course requirement for two-year college transfers who are nonqualifiers or academic redshirts to include credit accepted as quantitative reasoning (or equivalent math/quantitative reasoning) by the certifying institution. Effective August 1, 2020; for incoming two-year college transfer student-athletes initially enrolling full-time at the certifying institution on or after August 1, 2020. Adopted
2019-116 Uniform post-bacc transfer option To permit a student-athlete who graduates from their previous institution and transfers to their next institution to enroll in: a second baccalaureate or equivalent degree; course work that would lead to the equivalent of a major or degree; graduate or professional school Previously, graduate transfers could only enroll as degree- seeking graduate students at the second institution August 1, 2020, for a student-athlete who initially enrolls full time at the certifying institution on or after August 1, 2020
2019-120 Summer financial aid for PTD requirements To specify an institution may provide athletically related financial aid to a transfer student-athlete in the summer prior to initial, full-time enrollment at the certifying institution for the purpose of completing percentage-of- degree requirements. This is only for transfer PSAs to meet PTD requirements and not for those who aren t meeting initial eligibility (16- core courses) or transfer requirements (2-4 NQ). Effective Immediately Adopted
2019-121 Individual workouts for elite athletes To specify that a student-athlete who has been designated by the U.S. Olympic and Paralympic Committee and the sport-affiliated national governing body (or the international equivalent) as an elite athlete may participate in an individual workout session conducted by a coaching staff member without such activity being considered countable athletically related activity, provided the student-athlete initiates the request to participate in the workout session and does not miss class. Effective Immediately Adopted
2019-123 QRSMTE Game format 28 games + one MTE not to exceed three games 29 games + one MTE not to exceed two games 29 games Criteria Sponsored by the NCAA, institution, conference or NABC 3-game MTE: final game completed within 10 days after 1st game 2-game MTE: final game completed within 5 days after 2nd game 1 team per conference and an institution may only compete in the same event once every four years Each team must use the same scheduling option and participate in the same number of contests May not include a non-DI team unless they are the host Effective August 1, 2020; a contract signed before June 26, 2019 may be honored.
2019-127 4-2-4 participating in June event In basketball, to specify that the outside competition legislation does not apply to a 4-2-4 transfer prospective student-athlete who participates in a June intercollegiate event. Current outside competition legislation continues to apply to a basketball student-athlete even if he or she has transferred to a nonmember institution. This legislation would allow a 4-2-4 transfer prospective student-athlete to participate in June two-year college events that are approved by an applicable two-year college governing body. Effective Immediately Adopted
2019-125 Augusta National Womens Amateur In women's golf, to exempt the Augusta National Women's Amateur from the maximum dates of competition. Effective Immediately Adopted
