Welcome to e-Learning on integrating climate change adaptation in disaster risk reduction! This module is part of an e-Learning package on integrating climate change adaptation in disaster risk reduction. The package includes five modules: 1. Who are the e-Learning modules for? How were they developed? The e-Learning modules are designed for disaster risk reduction (DRR) practitioners. This includes practitioners within CARE, as well as our civil society and government partner organizations. They were developed by Raks Thai Foundation and CARE, with significant inputs from CARE experts on climate change adaptation and disaster risk reduction, and most importantly from practitioners engaged in DRR initiatives in Country Offices across the Asia Pacific Region, as well as in Raks Thai Foundation. Practitioner perspectives were gathered through two workshops. An initial workshop was conducted to develop the overall framework and brainstorm on key content. In the second workshop, the draft modules were tested and feedback was gathered. The current version reflects inputs from both workshops. The modules reflect CARE s current thinking on integrating adaptation in DRR initiatives. They should be considered as working versions. In Module 3, we explored disaster risk reduction. Now we ll introduce adaptation to climate. Introduction Introduction What is adaptation What is adaptation To review: Adaptation and development Adaptation and development Adaptation to climate change is a process of reducing vulnerability to the current and future impacts of climate change. Adaptation approaches Adaptation approaches CBA Framework Adaptation is focused on climate-related hazards, such as droughts, floods and cyclones, which are expected to increase in frequency and intensity due to climate change. CBA Framework Integrating adaptation Integrating adaptation Adaptation also addresses the impacts of changing conditions, for example changes in temperature and rainfall patterns. Adaptation can involve reducing exposure, reducing sensitivity, or increasing adaptive capacity. Effective adaptation responds to the different dimensions of vulnerability to climate change. But this sounds a lot like our regular development work. What is different about adaptation? A long term process that addresses current vulnerability while preparing for future climatic changes. Planned based on both current and projected climate risks. Introduction There are two key ways to approach adaptation in practice. These are projects and programs that are specifically designed to reduce vulnerability to climate change. Integrate adaptation into development initiatives in climate-sensitive sectors. These include agriculture, water, livelihoods and health. Integrating adaptation can make our development work more effective and more sustainable. Adaptation and development Adaptation and development 1 - it can reduce the risks that climate change poses to development activities, stakeholders and results. This increases the sustainability of development initiatives. Adaptation approaches Adaptation approaches CBA Framework CBA Framework 2 - it can help us to ensure that we are maximizing the contribution our development activities make to people s adaptive capacity. This increases the effectiveness of development initiatives. Integrating adaptation Integrating adaptation Practical examples Practical examples 3 - it minimizes the risk that development initiatives inadvertently increase vulnerability to climate change. We can approach the relationship between adaptation and DRR in different ways. This is important in all of the stages of the DRR project cycle: assessment/analysis, participatory action planning, implementation and evaluation. At each of these stages, consideration of climate change and how the impacts will affect project stakeholders and activities may result in adjustments in the approach. It may lead to changes in planned activities or, in some cases, to completely new activities. Lets look at some examples to get a better sense of what this looks like in practice. Introduction Introduction What is adaptation What is adaptation The assessment/analysis phase identified drought as the hazard posing the greatest disaster risk in a community targeted by a DRR project. They planned a number of activities to reduce the risks associated with drought. Adaptation and development Adaptation and development Adaptation approaches Adaptation approaches However, when the team reviewed the climate projections for the area, it became clear that flood events are projected to happen more often than ever before. CBA Framework CBA Framework Based on this information, the team revised their assessment to reflect the fact that community members will face significant risks from floods. They also realized that some of the planned activities to address drought could be adversely affected by flooding. To respond to this, they adjusted the planned activities to make them more resilient to flooding. They also added some new activities to reduce flood risks. Lets look at some examples to get a better sense of what this looks like in practice. Introduction Introduction What is adaptation What is adaptation In DRR project in a flood-prone area, raising wells and embankments was identified as key activities to reduce the risk of disaster caused by flooding. Adaptation and development Adaptation and development Adaptation approaches Initially, the project team and stakeholders planned to raise the wells and embankments to just above the historical high point for flooding. Adaptation approaches CBA Framework CBA Framework However, the climate change projections for the area suggest that heavy rain events will be more frequent and potentially more severe than in the past. This means that flood events may reach higher points than ever before. Integrating adaptation Integrating adaptation Practical examples Practical examples Based on this information, the project team and stakeholders decided to raise the wells and embankments to a higher level, which they calculated based on the climate projections.
