State of Oregon Outlook Incredibly productive 2024 short session M110 reform, campaign finance reform, housing production + additional biennial investments in priority program areas: industrial sites; infrastructure; housing Most of the pandemic era federal funds have been spent biennial budgets returning to normal, but revenue collection has been strong Leadership changes in key legislative offices Emerging priorities for the 2025 session: K-12 Education Funding Transportation M110 Reform Glitch
Unpacking M110 reform within the agencies will take a bit more time HB 4002 + HB 5204 included the following: $9.8 million appropriated to OHA for Community Mental Health to provide deflection program coordination (section 11) $3 million appropriated to the non-federal matching share for the Nurse-Family Partnership program (section 12) $20 million appropriated to CJC for the Oregon Behavioral Health Deflection Program (section 15) $10 million appropriated to CJC for the Oregon Jail-Based Medications fund (section 18) $6.9 million appropriated to CJC for specialty courts (section 21) $14 million appropriated to Judicial Department for specialty courts (Section 30) See HB 4001 regarding task force on specialty courts $800k appropriated for State Police Forensic Services and Chief Medical Examiner (section 27) $4 million appropriated to Willamette Family to support construction of the Family Medical Detox and Resident Services Facility (section 36 -14) $4.7 million appropriated to the Emergency Board to allocate to OHA for payments to employers of behavioral health care providers (section 40)
Federal Outlook for Lane Countys FY 24-25 Budget Year After multiple continuing resolutions, Congress sends the FY24 federal budget to the White House on March 23, 2024 nearly halfway through the fiscal year. Two projects in the FY24 budget for Lane County Bear Mountain & the Behavioral Health Stabilization Center. Mr. Cole of Oklahoma is new Approps Committee Chair. Presidential Cycle Year Multiple continuing resolutions for FY25 that begins Sept 1 is very likely. Debt limit deadline in January. The outlook beyond November elections very uncertain.
