Structure of the pre-session document The pre-session document is divided into five sections and contains one annex: Section I: Background and mandate of the work programme of the Platform Section II: Systematic consideration of deliverables of the Platform Section III: Update on the work of the IPBES Section IV: Proposals for a further request to be considered for inclusion in the programme of work towards 2030 of the Platform Section V: Suggested recommendations for consideration by the SBSTTA Annex: Utilizing national ecosystem assessments to support the IPBES and CBD More information included in Information Document: CBD/SBSTTA/24/INF/17

Mandate of the pre-session document Section I Section II Section III Section IV Section V Annex In decision 14/36, the COP welcomed the progress in implementing the first work programme of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) and invited the Platform to consider a request as part of its work programme towards 2030. In the same decision, the COP requested the Executive Secretary: a) Further to decision XII/25, to develop modalities for the systematic consideration of all deliverables of the Platform, taking into consideration the findings of the review of the Platform, with a view to optimizing their use in support of the implementation of the Convention; b) To prepare, for consideration by the SBSTTA, and for subsequent consideration by the COP at its fifteenth meeting, proposals for a further request to be considered for inclusion in the IPBES programme of work towards 2030 with a view to supporting the implementation of the post-2020 global biodiversity framework.

  4. Consideration of IPBES deliverables Section II Section I Section III Section IV Section V Annex COP has welcomed each of the IPBES assessment reports, on the advice of the SBSTTA, and endorsed or taken note of their findings, for example: Deliverable from IPBES Consideration by SBSTTA and COP Resulting guidance from SBSTTA and COP Assessment report on pollinators, pollination and food production SBSTTA rec. XX/9 COP welcomed the summary for policymakers (SPM) and the full report of the assessment, endorsed its key messages, and encouraged Parties and others to use the assessment; COP decision XIII/15 COP adopted policy advice to Governments, businesses and others to improve conservation and management of pollinators, address drivers of pollinator declines, and work towards sustainable food production systems and agriculture Approved at IPBES-4 (2016) Further considered at SBSTTA and COP-14 (further to decision XIII/15) Updated the Plan of Action for the International Initiative on the Conservation and Sustainable Use of Pollinators and prepare a draft updated and streamlined plan of action, including capacity-building

Consideration of IPBES deliverables Section II Section I Section III Section IV Section V Annex Other assessments considered by SBSTTA and COP: Deliverable from IPBES Consideration by SBSTTA and COP Methodological assessment report on scenarios and models of biodiversity and ecosystem services SBSTTA-20 (rec. XX/13) COP-13 (decision XIII/29) SBSTTA-21 (rec. XXI/1) COP-14 (decision 14/1) Assessment report on land degradation and restoration SBSTTA rec. 22/4 and 23/1 COP decision 14/5 Regional assessment reports on biodiversity and ecosystem services for the Americas, Africa, Asia and the Pacific and Europe and Central Asia SBSTTA rec. 22/4 COP decisions 14/1 and 14/34 SBSTTA rec. 23/1 Global assessment report on biodiversity and ecosystem services SBSTTA rec. 23/1 and the development of the zero draft of the post-2020 global biodiversity framework and the work of the OEWG.

Update on the work programme of the IPBES Section III Section IV Section V Annex Section I Section II The IPBES Plenary adopted the rolling work programme of the Platform up to 2030 which includes the following ongoing assessments: Ongoing Assessments Timeline Methodological assessment regarding the diverse conceptualization of multiple values of nature and its benefits, including biodiversity and ecosystem functions and services (Values Assessment) To be considered by the Plenary at its ninth session in the first half of 2022 Thematic assessment of the sustainable use of wild species (Sustainable Use Assessment) Thematic assessment of invasive alien species To be considered by the Plenary at its tenth session in the first half of 2023

Update on the work programme of the IPBES Section III Section IV Section V Annex Section I Section II The following assessments were also included in the rolling work programme of the Platform up to 2030: Interlinkages among biodiversity, water, food and health (Nexus assessment). Underlying causes of biodiversity loss and the determinants of transformative change and options for achieving the 2050 Vision for biodiversity (Transformative change assessment). Methodological assessment of the impact and dependence of business on biodiversity and nature s contributions to people (Business and biodiversity assessment). Technical paper on the interlinkages between biodiversity and climate change. IPBES Workshop Report on Biodiversity and Pandemics (additionally).

  8. Request to be considered for inclusion in the programme of work towards 2030 of the Platform Section IV Section V Annex Section I Section II Section III Proposals for a further request to be considered for inclusion in the programme of work towards 2030 of the platform. The four new deliverables are highly relevant to the post-2020 global biodiversity framework and may support the implementation of the framework: o Nexus assessment o Business and Biodiversity Assessment o Transformative Change Assessment o Technical Paper on Biodiversity and Climate Change The SBSTTA may wish to recommend to the COP that it specify its request for a second global assessment of biodiversity and ecosystem services to addresses the needs of the post-2020 global biodiversity framework. A potentially relevant area of work could involve methodological support to help and assist monitoring and reporting, at the national level.

  9. Suggested Recommendation Section V Annex Section I Section II Section III Section IV Suggested Recommendations along the following lines: Welcoming the rolling work programme of the Platform up to 2030, including the workshop report on biodiversity and pandemics and the ongoing assessments. Noting that the Platform will consider requests, inputs and suggestions received in time for consideration at that session, including for a second global assessment of biodiversity and ecosystem services. Consider providing methodological support to help and assist monitoring and reporting. Continue to support assessments at the national level. Strengthening cooperation with regard to data and knowledge, capacity-building, and indigenous and local knowledge.

Utilizing National Ecosystem Assessments to Support the IPBES and CBD Annex Section I Section II Section III Section IV Section V National ecosystem assessments can support national policies and measures for the implementation of the biodiversity-related conventions and related processes. The COP has encouraged the use of the assessment reports at the national level. These can deliver an evidence base that meets the needs of different sectors and encourages integration of knowledge. They can support understanding of alternative priorities. UNEP-WCMC has developed an initiative that builds capacities for national ecosystem assessments that respond to nationally identified needs. This initiative is currently supporting 12 countries to undertake national ecosystem assessments and develop national science-policy platforms.   11. Information document CBD/SBSTTA/24/INF/17 Update on the Work of the IPBES The information document, prepared by the IPBES Secretariat, provides an update on the work of the IPBES since the twenty- third meeting of the SBSTTA, held in November 2019. The complete updated timeline for the various drafts of the ongoing assessments can be found at the end of the information document. The eighth session of the Plenary of the Platform is scheduled for 14 - 24 June 2021 as an online meeting.
