The Interim Devon Carbon Plan Date for Net-Zero Your Opinion The Plan describes what needs to be done to reach net-zero Provides a trajectory to meet net-zero by 2050 Indicates the costs, opportunities and co-benefits of 2050 Discusses the practical challenges of achieving net-zero ahead of the national timetable e.g. 2030 and 2040 Specific consultation question

  8. 3. The Interim Devon Carbon Plan Funding: Geography: The Plan makes clear that net-zero cannot be achieved within existing resources and policy. The current funding status of each action is described. Most need new resources. Significant opportunities for individuals to redirect purchasing power e.g. e-bikes. Devon s rural nature is a challenge and an opportunity. Some net-zero actions and behaviours will be easier in town and cities. Where actions apply to a specific type of area, this is described.

The Interim Devon Carbon Plan Co-Benefits of Net-Zero: Create a fairer, healthier, more resilient and more prosperous society Health and Wellbeing Warmer homes, more active lifestyles and healthier diets Prosperity New jobs and skills and retaining spending locally Environment Enhance and regenerate nature, reduce flood risk, improve water and air quality

The Built Environment: Making our existing and future buildings net-zero, comfortable, healthy and affordable to run Buildings and amenity lighting in outdoor spaces produced 42% of Devon s GHG emissions in 2018, shared almost equally between residential and commercial/industrial buildings.

  11. 4. What needs to happen? 1. Retrofit existing houses Reducing heat and energy requirements Decarbonising heating systems Heat pumps, hydrogen, biomass and electric heaters Low carbon heat networks Whole-house retrofit Supply chains Incremental retrofit Advice

Key outcomes: Devon develops its reputation as a centre of excellence in low carbon buildings Energy efficiency in existing buildings is significantly improved People have the skills required to retrofit our buildings with new technology, the supply chain is benefiting We all change our behaviour to run our buildings energy-efficiently New homes are built to net-zero standards with green, tree-lined streets

Key co-benefits of achieving net-zero buildings: Building retrofit will generate jobs and upskill people Reduced energy bills Reduced amenity lighting provides a greater opportunity to see the stars Health: Reduced negative impacts of cold homes, such as winter deaths, asthma and poor mental health and reduced costs to NHS. A significant reduction in fuel poverty
